No I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING The World Bank Public Financial Management Reform Program Phase I (P147343) 1. The project, an Investment Project Financing (IPF), was approved on May 6, 2014 and became effective on July 17, 2014. It is a Recipient-Executed Multi Donor Trust Fund (MDTF) in the amount of US$17 million (originally appraised at US$30 million), financed by the United Kingdom’s Department for International Development (DFID), KfW and Finland. The project, comprised of eight components, has made significant progress towards the achievement of the Project Development Objectives (PDO), that is to contribute to improving the efficiency and accountability of public resources. Implementation has been smooth, except that the disbursement condition on streamlining the Integrated Financial Management Information Systems (IFMIS) project team into the Government structure was initially delayed. The implementation has particularly accelerated during the last year. Consequently, both ratings for the PDO and Implementation Progress (IP) were upgraded to “Satisfactory”, as recorded in the last Implementation Status and Results Report (ISR), approved on June 16, 2017. The current disbursement ratio of the project stands at 99.59 percent of the original grant amount of US$17 million, furnished through the MDTF. 2. The project IFMIS and Cash Management component, which are the backbone for the effective and accountable public financial management (PFM), have made significant progress: (i) the linkage between the Central Bank and PFM has been strengthened by the rollout of the Treasury Single Account (TSA) to 43 out of the 50 targeted ministries, departments and agencies (MDAs), covering 70 percent of the budget; (ii) the IFMIS has been rolled out to a total of 50 MDAs, out of the targeted 56 – the remaining six are sensitive agencies, mainly in the security sector, which require more consultations for the IFMIS to be implemented. 3. The components for Procurement and Internal Audit have also made substantial progress; thereby compliance of procurement guidelines and procedures has improved, E-procurement has been introduced and the internal control systems have been enhanced. 4. The activities planned under the components for Revenue Administration and Tax Policy have advanced well: the first component has improved the effectiveness of revenue administration by helping the Zambia Revenue Authority (ZRA) fulfill its regulatory requirements of verifying the accuracy of mining tax returns and improving ZRA’s monitoring capabilities. The latter component has enhanced the capacity and capabilities of the Tax Policy Unit in the Ministry of Finance, including the implementation of the Organization for Economic Co-operation and Development’s (OECD) and G20’s (Tax) Base Erosion and Profits Shifting Recommendations and production of the updated transfer pricing rules in Zambia. 5. The Government of Zambia has requested the World Bank and the MDTF Donors that the project closing date be extended for one year, from December 31, 2017 to December 31, 2018 (letter dated February 8, 2017). The extension will ensure that the remaining project activities will be carried out successfully, in order to make further advances on the achievement of the PDO. All the components under the project will execute the balance of activities in the course of 2018. This is the first extension for the project closing date. II. DESCRIPTION OF PROPOSED CHANGES 6. Change in the Grant closing date: This Restructuring Paper proposes a one-time extension of the Grant Agreement’s closing date, from December 31, 2017 to December 31, 2018. This first extension of the project closing date will allow the Government fully disburse the remaining Grant balance and complete critical project activities, including: The World Bank Public Financial Management Reform Program Phase I (P147343)  Component 1: Integrated Planning and Budgeting and Revision of PFM Legal Framework rolling out of output based budget to three more ministries; compilation and printing of budget for the fiscal year 2019 through IFMIS system; implementation of Public Investment Management system - pilot appraisals of 3 projects;  Component 2: Strengthening IFMIS and Cash Management: implementation of IFMIS enhancements, migration of IFMIS and payroll on new, unified hardware; development of IFMIS interfaces;  Component 3: Public Procurement Reforms: implementation of e-GP in all the targeted MPSAs; stabilizing the system through further capacity building of staff;  Component 4: Enhanced Internal Audit and Control: reenergizing the functioning of Audit Committees which have been less effective; enhance the usage of the tools developed for Performance Audit, IT Audit and Risk based audit;  Component 5: Increasing the Effectiveness of Revenue Administration: optimizing benefits from the investments in revenue administration by completing the pipeline activities, e.g. completion of interface of balance of payment system at Band of Zambia with the commercial banks. 7. The results framework (RF) was assessed during the project mid-term review (MTR) conducted in May 2016 and the implementation support mission in May 2017. While it was confirmed that the PDO remains relevant, the PDO-level indicators (PEFA-centered) were slightly modified to better align the targeted project outcomes with project components and activities. Similarly, the intermediate-level indicators were revised in order to drop several process/output oriented indicators, while still ensuring that the Monitoring and Evaluation framework remains relevant, robust and comprehensive, allowing to properly track project performance throughout the remaining implementation period. The revisions to the RF, consequent to the agreements reached at MTR and the proposed extension of the project closing date, are introduced through this Restructuring Paper. III.
