Social Registry 10/26/2020 Page 1 of 7 The World Bank Implementation Status & Results Report Mauritania Social Safety Net System (P150430) The Social Registry aims to identify the 200.000 poorest households in Mauritania and to support targeting process for social programs. By June 2020, 174.016 households had been recorded in the Social Registry database. Due to Covid-19, the deployment of the Social Registry was interrupted in February 2020 and is expected to resume by the end of October 2020. At this point, it will commence the registration of poor households from Nouakchott and Nouadhibou (the last areas to be covered by the Social Registry). Tekavoul Social Transfer Program As of June 2020, approximately 34,000 households in extreme poverty are currently benefiting from the Tekavoul program with the support of the project and an additional 10.000 households have been enrolled in the program with the Government budget. The Government's objective is to reach 70,000 beneficiary households by the end of 2020 and 100,000 households (i.e. national coverage) by the end of 2021. Elmaouna Shock-responsive program The shock-responsive social safety net program (Elmaouna) has been implemented by the Food Security Office (CSA) since 2017 in order to support households in coping with shocks affecting their well-being, in particular droughts. In 2020, Elmaouna provided cash transfers to 5,000 households during the lean season using the core social protection tools (Social Registry, Tekavoul payment platform) and in close coordination with the humanitarian actors (WFP, INGO’s). The project is closing on October 31st, 2020. An Implementation Completion Report (ICR) will be prepared and disclosed before April 30th, 2021. Phase II of the safety net project (P171125) has been effective since June 2020. Français Pendant la période couverte par cet ESI (mars 2020- septembre 2020), les trois instruments clés soutenus par le projet ont été mis en œuvre de manière satisfaisante : 1. Registre social Le registre social vise à identifier les 200.000 ménages les plus pauvres de Mauritanie et à soutenir le processus de ciblage des programmes sociaux. En juin 2020, 174.016 ménages étaient enregistrés dans la base de données du Registre Social. En raison du Covid-19, le déploiement du Registre Social a été interrompu en février 2020 et devrait reprendre fin octobre 2020 pour enregistrer les ménages de Nouakchott et Nouadhibou (les dernières zones non couvertes par le Registre Social). Programme réactif aux chocs Elmaouna Le programme de filets sociaux réactif aux chocs (Elmaouna) est mis en œuvre par le Commissariat à la Sécurité Alimentaire (CSA) depuis 2017 afin d'aider les ménages à faire face aux chocs affectant leur bien-être, en particulier les sécheresses. En 2020, Elmaouna a effectué des transferts d'argent à 5 000 ménages pendant la période de soudure en utilisant les outils de protection sociale (Registre social, plateforme de paiement Tekavoul) et en étroite coordination avec les acteurs humanitaires (PAM, ONGI).
