There is a moderate risk that the Feasibility Study will be utilized immediately by Surabaya as a basis for developing a detail engineering design and for preparing bid documents, as the city is planning on developing both corridor North-South and East-West in parallel. Another risk is related to the selection of the East-West alignment for the detailed design phase. As mentioned previously, given the transfer of the responsibility for the implementation and financing of the North-South corridor to the Ministry of Transport, it is now very likely that this feasibility study will cover the East-West corridor, for which there are no concrete implementation and financing plans yet.
