Has the Project Development Objective been changed since Board Approval of the Project Objective? No Components Table Name Institutional strengthening and capacity building support for public and private sector participants in the transport sector:(Cost $5.80 M) Development of a heavy cargo truck renewal scheme:(Cost $30.75 M) Support to customs modernization and trade facilitation on the Ivoirian section of the Corridor:(Cost $3.45 M) Road safety on the Ivoirian section of the Corridor:(Cost $3.25 M) Project management, monitoring and evaluation:(Cost $1.75 M) Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO €Moderately Satisfactory €Moderately Unsatisfactory Overall Implementation Progress (IP) €Moderately Satisfactory €Moderately Satisfactory Overall Risk Rating €High €Substantial Implementation Status and Key Decisions This ISR is based on continued monitoring of the project implementation status since the last mission of the Transport Sector Modernization Project along the Abidjan Ouagadougou Corridor in December 2019. Three years into implementation, the project advanced well with the procurement of key activities, however the uncertainty inherent to the current situation poses a risk to the achievement of its Development Objective. Component 1: the pilot for the training program of the transport sector actors (drivers and managers) is progressing well. The program has as a target to train 3500 drivers and 1500 managers of transport activities in the sector during the project lifetime and more than 75% of the drivers and managers were trained so far. The technical assistance for the modernization of the driving licenses was completed and modern equipment are being acquired to be deployed in the exam centers 11/23/2020 Page 1 of 6 The World Bank Implementation Status & Results Report Transport Sector Modernization and Corridor Trade Facilitation Project (P156900) Component 2 activities, which hold two tiers of the project's budget are progressing well. A manual of operational procedures was validated, the required environmental and social studies and technical studies are undergoing for the construction and operation of the vehicle dismantling process, a private operator was selected to manage the scrapping, and risk sharing facility (RSF) were agreed between commercial banks and IFC to support fleet renewal funding. However, the restructuring of the project to reflect this is still under processing. Component 3: Customs interconnection between Cote d'Ivoire and Burkina Faso is effective since February 2019. Component 4: The modernization of the accident data collection and analysis system is on track, the open source software DRIVER was selected and the system is being deployed . Component 5: HIV / AIDS prevention campaigns, including HIV AIDS surveillance along the corridor, were identified as mitigation measures of the gender impact mitigation plan prepared at appraisal stage, however the activity was delayed due to the current COVID-19 pandemic. COVID-19: The RSF of the truck renewal component will contribute to the Government’s COVID19 measures through providing direct support in the medium and long term to the transport sector by providing access to financing to SMEs in the transport and logistic sector. This will have a direct impact on their costs and quality of service.
