69953 GLOBAL PARTNERSHIP FOR SOCIAL ACCOUNTABILITY AND ESTABLISHMENT OF A MULTIDONOR TRUST FUND CHAIR’S SUMMING UP Meeting of the Executive Directors June 12, 2012 Executive Directors discussed the President’s Memorandum to the Executive Directors on a Global Partnership for Social Accountability (GPSA) and Establishment of a Multidonor Trust Fund (MDTF). Following the previous discussion on April 6, 2012, Directors approved the recommendations on paragraph 8 of the President’s Memorandum (R2012-0063 [IDA/R2012-0080]; /1). Directors expressed their appreciation for Management’s further clarifications and revisions of the GPSA proposal emphasizing: the link to the Bank’s Articles of Agreement and development mandate; selection criteria for beneficiary groups and CSOs; composition and selection process for the Steering Committee; grant-making arrangements; alignment with Bank- wide trust fund reforms; the location of Secretariat; implementation review; and effective risk mitigation measures, including those related to politicization, working with nascent CSOs, and CSO independence. Directors welcomed Management’s plan to: brief the Board on progress in the implementation in Q2 of FY13; present an annual report to the Board, in due course; and facilitate a full Board review and discussion after 2 years of implementation of the GPSA.  This summary is not an approved record.
