Since the last Project review in November 2019, the construction works on sanitary blocks in 12 public schools in the South has been completed and others in Grand'Anse are ready to be launched. The works in Andro/Chansolme, Thomonde, and Bodarie are ongoing, and water is already being distributed in the Thomonde system. Drilling tests have started for the new borehole to supply the city of Anse Rouge and other nearby areas, but have been suspended for the moment due to the COVID emergency. Works in the 5 cities of the South continued despite slowdowns due to the country situation and amendments to the companies' contracts were concluded to extend the duration of the works until August 2020. 6/28/2020 Page 1 of 11 The World Bank Implementation Status & Results Report HT Sustainable Rural and Small Towns Water and Sanitation Project (P148970) Since March19th, with the confirmation of the first cases of COVID-19, the Haitian government declared a state of health emergency with the closure of all schools and the establishment of a curfew. It is a new crisis situation that is affecting the country and has strong repercussions on the progress of the project's activities. It is now clear that the major work that remains to be launched will not be completed within the project's finalization timeframe. Larger changes in project activities are being proposed as part of the restructuring. In the next days of the health national emergency declaration, an amount of US$1.5 million was released from the EPARD project to finance the installation of handwashing points at border posts and public markets, communication of prevention messages, water trucking in areas without access to water, and emergency repairs to priority water systems. These activities are implemented by the 3 OREPAs North, South and Center. To date, emergency repairs were carried out on the water systems of Bombardopolis (where the pump was replaced by a larger capacity pump), on the water system of Robert in Chansolme, and on the system of Villa Seau in the communal section of Saint Louis du Nord which permits to supply in water the Austrian Hospital receiving COVID patients. In the South, emergency works have allowed to supply water to the Sanatorium Hospital selected as a COVID treatment center for the town of Les Cayes. At the same time, a contract of US$ 0.85 million have been signed with UNICEF, for the COVID-19 response is to provide access to handwashing stations and raise public awareness across the country. UNICEF's latest report from mid-May shows that more than 2,100 handwashing stations equipped with soap and water supplies were installed at critical points in the communities, including markets, orphanages, prisons, and healthcare centers, and more than 1 million people sensitized through community engagement activities. This contract includes the construction and rehabilitation of WASH infrastructure in health centers. To date 17 health care facilities have been evaluated. The results can be viewed online on the mWater portal. Within the framework of the project activities, DINEPA and OREPAs are carrying out a large-scale public awareness campaign to promote good handwashing behavior, safe water practices, physical distancing, and the use of face masks. Using a variety of media, including posters, videos, social media messages, radio announcements, and recordings broadcasted from cars and motorbikes, the project aims to reach as many Haitians as possible to provide guidance and support through the pandemic, while correcting misinformation and reducing stigma. A targeted communications and prevention campaign coordinated on World Bank channels on Twitter, WhatsApp and other platforms has already reached more than 400,000 Haitians.
