This will be achieved through rehabilitation and maintenance of rural access infrastructure by contracting with the private sector and, to a lesser extent, with the communities. The achievement of the PDO will enhance the well being of the population and promote equitable licit economic growth in the country. Contracts for 51 secondary roads (514 km) and 155 tertiary roads (494 km) have been completed and the roads are opened to traffic. Page 1 of 9 The World Bank Report No: ISR2814 Pilot routine maintenance has been launched with the signing of contracts with two communities, 11 km each in Nangarhar Province. It is planned to contract out 1200 km of roads for routine maintenance by communities this fiscal year, and another 2400 km next fiscal year in other provinces. Public Disclosure Copy The Capacity Building Consultant has now mobilized its key personnel after a long delay as staff declined to come to Afghanistan for security concerns. The consultant is busy with preparatory works and is expected to give priority to training of MPW and MRRD staff on critical areas such as planning, engineering design, procurement, contract management, safeguard and financial management; the consultant will also focus on the formulation of rural roads strategy. As of December 31, 2010, US$96.86 million (86%) from IDA Grant H344; and US$28.33 million (35.4%) from TF095297 has been disbursed. Government will start to disburse from the IDA Grant H636- NERAP Additional Financing; once the original grant is exhausted. (2) All outstanding road projects must be awarded latest by June 2011. (3) The PIUs need to make sure that they have to plan to achieve more than 500 km combined (22%) in each of FY2011 and FY2012.
