All outcome and intermediate outcome indicators for the current stage of the project have been achieved. The survival rate through higher secondary education has exceeded the target rate at the end of 2014. The MoE is on track to implement the national assessment of learning outcomes planned for 2015. Ninety-four percent of schools in eleven atolls have been trained in, and commenced implementation of, the quality assurance self-evaluation (SSE) program. A set of workshop for the school-based professional development (SBPD) program was conducted and the SBPD activities take place at school level. The model of school-based management (SBM) has been reviewed and refined, and school staff members and teacher resource center (TRC) coordinators in the atolls have been trained in SBM. The first key stage of the new curriculum has been introduced to schools. The enrichment of physical learning environments of higher secondary and secondary schools has made progress, with thirteen higher secondary and secondary schools (all target schools) receiving ICT equipment and associated material and software, during 2014. Twenty-six staff members of the MoE have completed short-term human resource development programs. A further fifteen staff members of the MoE have commenced masters and bachelors degree programs in education. The preparation of the master plan for higher education has commenced. The survival rate through grades 1-12 has increased to 20 percent, above the target of 18 percentr for the current stage of the project. The development of quality assurance in the atolls is proceeding well, with schools in 24 percent of atolls having been trained in and and commenced quality assurance activities. This is above the target of 20 percent of atolls for the current stage of the project. The development of a system of national assessment of learning outcomes is making steady progress, with MoE taff trained, and test items and questionnaires for the analysis of learning outcomes in English and Mathematics piloted and finalized. A sampling framework for a national assessment for 2015 has also been worked out. These are the activities required for the development of a system of national asessments of learning outcomes for the current stage of the project.
