Since partial civil work resumed on April 23, 2020 with a maximum of 150 workers on site, followed by an increase to 300 workers starting on May 5, 2020, there was a deviation of 5.6 months in the construction of the Salitre Wastewater Treatment Plant. The ratings upon progress towards achievement of the PDO and overall implementation progress has been downgraded to moderately satisfactory. Presently, the Bank is monitoring the final stages in the commissioning of the WWTP and the appropriate implementation of the Master Plan on Biosolid Management, which include solutions for the EAAD to generate less sludge and alternative scenarios for the use of biosolids. Furthermore, the team continues to facilitate dialogue with UPZ72 organizations to ensure CAR’s compliance with the Inspection Panel’s recommendations. A post-closure monitoring plan on E&S safeguards will be worked out and agreed with the client to mitigate any risks until commissioning of the plant is completed.
