Financing (in USD Million) Amount Total Project Cost 2.00 B. Is the project being prepared in a Situation of Urgent Need of Assistance or Capacity Constraints, as per Bank IPF Policy, para. 12? No C. Summary Description of Proposed Project [including overview of Country, Sectoral & Institutional Contexts and Relationship to CPF] The 'Statistical Innovation and Capacity Building in Kiribati' project will work with the client country to address data deprivation by improving welfare data collection and building the capacity of the Kiribati National Statistics Office. D. Environmental and Social Overview D.1. Project location(s) and salient characteristics relevant to the ES assessment [geographic, environmental, social] The Project will provide financing for the conduct of national households income and expenditure survey (HIES), which will take place in 2023-24; specifically this includes operational costs of the survey, including hiring a Resident Oct 21, 2019 Page 2 of 7 The World Bank Statistical Innovation and Capacity Building in Kiribati (P171380) Adviser; wages for consultants hired as supervisors and enumerators, supervisor and enumerator training, travel and accommodation, and procurement of hardware and software for data collection and analysis. In addition, the project hopes to address longer-term data deprivation by introducing new methods that reduce the costs of data collection in terms of money and time, while at the same time improving the quality of the collected data. The questionnaire design updates above will include, at the minimum, the collection of data that enables sex-disaggregated analysis on poverty, welfare, and other information typically collected in the HIES, such as the collection of individual-level information on employment/labor market outcomes as well as some human capital indicators. These and other efforts will provide decision-makers with better information about the nature and scale of the social and economic barriers holding women and girls back and will inform policies to close gender gaps and track progress on gender- related interventions. The project will not finance any physical works. D. 2. Borrower’s Institutional Capacity The project will be implemented in Kiribati and forms part of a regional initiative, including Tonga and Solomon Islands. At the regional level, the Project will also provide financing to the Statistics for Development Division of the Secretariat of the Pacific Community (SPC-SDD). Given the E&S risks associated with the Project are low, and the long timeframe until E&S impacts may occur, Borrower capacity to implement the ESCP is considered adequate. II. SUMMARY OF ENVIRONMENTAL AND SOCIAL (ES) RISKS AND IMPACTS A. Environmental and Social Risk Classification (ESRC) Low Environmental Risk Rating Low Public Disclosure No physical works are proposed and the project does not involve analytical, advisory or other activities which could have or lead to downstream physical, social or environmental impacts. The collection, analysis, storage and sharing of anonymised data is unlikely to result in any significant E&S risks. Social Risk Rating Low No physical works are proposed and the project does not involve analytical, advisory or other activities which could have or lead to downstream physical, social or environmental impacts. The collection, analysis, storage and sharing of anonymised data is unlikely to result in any significant E&S risks. B. Environment and Social Standards (ESSs) that Apply to the Activities Being Considered B.1. General Assessment ESS1 Assessment and Management of Environmental and Social Risks and Impacts Overview of the relevance of the Standard for the Project: The project is not expected to result in any negative E&S issues. The project could have positive impacts through collection of data to inform Government policy and decision making for all beneficiaries including vulnerable groups. The main beneficiaries of the project are the Kiribati Department of Statistics and various stakeholders that use the HIES data for policy making and research. Impacts to vulnerable groups are not anticipated. ESS10 Stakeholder Engagement and Information Disclosure Oct 21, 2019 Page 3 of 7 The World Bank Statistical Innovation and Capacity Building in Kiribati (P171380) While the project will have no adverse E&S impacts, outreach to stakeholders will be necessary to inform them of survey works, confirm voluntary participation and communicate how the data will be used. The methodology and approach taken to data collection, analysis and storage will need to be clearly communicated to all relevant stakeholders. A stakeholder engagement plan (SEP), commensurate to the projects risks, will be prepared a minimum of 1 month prior to the commencement of any survey or data collection activities, which is expected to take place in 2023-24. The SEP will take the need of any vulnerable groups into consideration and identify additional measures required to ensure their ability to participate. The SEP will also include a grievance mechanism. B.2. Specific Risks and Impacts A brief description of the potential environmental and social risks and impacts relevant to the Project. ESS2 Labor and Working Conditions A labor management plan will be prepared prior to hiring any workers or contractors on the Project and will set out how the project will meet the requirements of ESS2. The number and type of workers is unknown and will depend on collection methodology, sample size, and analysis and distribution needs. This will be determined once the project is in implementation. The survey will not take place until end 2023 at the earliest and thus it is considered appropriate to delay this requirement until implementation/further information is known. The ESCP describes the preparation of the LMP including required content, which will be incorporated into worker contracts and terms of conditions. The OHS risks on the project are considered low, though the ESCP includes the requirement to report any incidents to the Bank; and worker and community safety will be incorporated into the survey implementation methodology and Public Disclosure training. ESS3 Resource Efficiency and Pollution Prevention and Management Use of natural resources, generation of emissions and waste, and significant GHG production are not anticipated. ESS4 Community Health and Safety Community safety will be addressed in training provided to survey data collection contractors. The SEP will also include provision of information on how the data will be collected including how participants and others can seek information, advice or make a complaint. No community health and safety issues are expected through project activities; nor will activities affect ecosystem services. ESS5 Land Acquisition, Restrictions on Land Use and Involuntary Resettlement No land impacts are anticipated and involuntary land acquisition is not anticipated. ESS6 Biodiversity Conservation and Sustainable Management of Living Natural Resources The project will not impact biodiversity or living natural resources. Oct 21, 2019 Page 4 of 7 The World Bank Statistical Innovation and Capacity Building in Kiribati (P171380) ESS7 Indigenous Peoples/Sub-Saharan African Historically Underserved Traditional Local Communities This project will be implemented in Kiribati, where the population is homogenous and there are no groups or communities that meet the criteria for Indigenous Peoples. ESS8 Cultural Heritage The project will not impact physical or intangible cultural resources. ESS9 Financial Intermediaries The project does not involve financial intermediaries. C. Legal Operational Policies that Apply OP 7.50 Projects on International Waterways No OP 7.60 Projects in Disputed Areas No III. BORROWER’S ENVIRONMENTAL AND SOCIAL COMMITMENT PLAN (ESCP) Public Disclosure DELIVERABLES against MEASURES AND ACTIONs IDENTIFIED TIMELINE ESS 1 Assessment and Management of Environmental and Social Risks and Impacts Given the low level of risks an ESMP will not be prepared. The risks that are identified will be managed through instruments developed under ESS2 and ESS 10. Incorporate the relevant aspects of the ESCP, including the relevant E&S documents and/or plans, and 12/2020 the Labor Management Procedures, into the ESHS specifications of the procurement documents with contractors. Thereafter ensure that the contractors comply with the ESHS specifications of their respective contracts ESS 10 Stakeholder Engagement and Information Disclosure SEP to be prepared disclosed and implemented at least 1 month prior commencement of the survey. 12/2020 Include consideration of vulnerable groups. Prepare, adopt, maintain and operate a grievance redress mechanism (GRM), as described in the SEP. 12/2020 The GRM needs to be easily accessible to the community and disclosed during any survey. ESS 2 Labor and Working Conditions Oct 21, 2019 Page 5 of 7 The World Bank Statistical Innovation and Capacity Building in Kiribati (P171380) Develop and implement Labor Management Procedures (LMP) compliant with Tongan Labor laws and ESS 2; include terms and conditions for workers, non discrimination and equal opportunity, workers 12/2020 organisations, and prohibition of child and forced labor. Establish, maintain, and operate a grievance mechanism for Project workers, as described in the SEP 12/2020 and consistent with ESS2. Prepare, adopt, and implement occupational, health and safety (OHS) measures within the operating 12/2020 procedures that satisfy World Bank and Kiribati regulations. ESS 3 Resource Efficiency and Pollution Prevention and Management ESS 4 Community Health and Safety Community health and safety risks are low but will be addressed in the LMP and SEP. 12/2020 ESS 5 Land Acquisition, Restrictions on Land Use and Involuntary Resettlement ESS 6 Biodiversity Conservation and Sustainable Management of Living Natural Resources ESS 7 Indigenous Peoples/Sub-Saharan African Historically Underserved Traditional Local Communities ESS 8 Cultural Heritage Public Disclosure ESS 9 Financial Intermediaries B.3.
