Due to the outbreak of the COVID-19 pandemic, Uruguay closed the school system on March 14, 2020. During this time, the Government focused its initiatives on online learning linked to Plan Ceibal connectivity and platforms, which provided support across subjects and included support from Ceibal in the use of its online education contents through training and remote support. Uruguay recently published its reopening plans, with rural education schools opening in June 1 for both primary and secondary, as well Full-Time Schools in vulnerable contexts throughout the country, as part of Phase 1 of reopening. Health protocols have been established and schools will implement specific arrival, dismissal, and break times to avoid crowding. As evidencedby the progress on indicators, implementation in 2019 was satisfactory and helped move the Project further along towards meeting its objectives. Since the start of 2020, implementation has been affected by the COVID-19 pandemic, a change in Government authorities following the December 2019 presidential elections, and the institutionalization of teacher training under the In-Service Teacher Training Institute (IFS). None of these factors have, however, significantly altered the planned calendar of activities. While minor delays were experienced, the Project Implementation Unit (PIU) quickly began implementing measures to adapt both teaching and learning activities to the new context, overcome any delays, and prepare for any future shocks. In terms of planned infrastructure works, the closing of work sites due to the health emergency coincided with Uruguay’s Tourism Week (Easter) holiday and thus did not face major delays. Works reopened in April and are being conducted in accordance with rigorous health protocols developed and monitored jointly by the construction union, the Ministry of Labor and Social Security, and construction councils.
