No I. SUMMARY OF PROJECT STATUS AND PROPOSED CHANGES Project Status. The project continues to make good progress in achieving its development objectives despite a highly challenging country and global environment and an increasingly precarious security situation. Project indicators indicators are largely on track - with key PDO and intermediate level indicators met and/or exceeding end of project targets. The project, through its labor intensive works and community services interventions, has created short-term income opportunities for over 400,000 beneficiaries (29 percent female, 20 percent IDPs/returnees, and 60 percent youth) against a target of 470,000. Further, 5.1 million community members have been provided with access to community assets supported by labor intensive works, such as water reservoirs, community roads, agriculture terraces and classrooms. Over 350,000 women and children have benefited from cash for nutrition and complementary nutrition and health services (40 percent women, 60 percent children). ECRP has also supported about 4,663 small and micro finance clients and nine microfinance institutions. Under the Emergency Cash Transfer (ECT) component, over 1.4 million households (around 9.3 million individuals - one-third of the population) have benefited from eight emergency cash transfers cycles since June 2017. Post- payment monitoring indicated that beneficiaries spend most of their cash benefits first on purchasing food, followed by repaying debt, and finally on healthcare. Description of Changes. This restructuring proposes a level 2 restructuring entailing a three month extension to the closing date of the Additional Financing 5 (AF) Grant (TFB4056) - from April 30, 2021 to July 31, 2021 and is in response to a letter from the implementing agency - the United Nations Children's Fund (UNICEF), dated December 7, 2020. AF5 was approved by management on October 8, 2020, and became effective on October 9, 2020. The Grant is a US$23.56 million contribution from the United States Department of State through the Yemen Emergency Multi Donor Trust Fund (MDTF) (TF073203). The end disbursement date of the MDTF is January 31, 2022. The proposed extension will allow UNICEF sufficient time for account closures and reconciliation related to payment cycle 10 and was agreed to, and documented, in the Minutes of Negotiations of AF5.
