The mission : (i) assessed the Project’s implementation progress and its start-up activities against the agreed plans and milestones, (ii) reviewed compliance with the safeguards, procurement, and financial management guidelines;(iii) took stock of key issues and implementation impediments; and agreed on steps to be undertaken to expedite the Project’s implementation pace. The mission concluded that since the World Bank’s board approval of the Project on August 4, 2020, and the subsequent board effectiveness on September 20, 2020, the Project has made good progress on several implementation aspects under an extremely tense security environment and challenging Covid-19 context. All the safeguards instruments have been prepared, approved, and disclosed and the Project’s Operations Manual and CDC Grant Manual have also been developed. The Project has taken advanced steps in developing the MIS systems that cover different functional areas of the Project including HR, Finance, Contract, and Grant Management. Regarding the Project staffing, while the TORs for all 3/25/2021 Page 1 of 8 The World Bank Implementation Status & Results Report Emergency Agriculture and Food Supply Project (P174348) positions have been developed and agreed with the Bank, to date, only 129 key staff have been recruited but the remaining recruitments are under process and expect to be completed by end of March 2021. Under Component A, the procurement process for 30 irrigation schemes is at the award stage, and implementation is expected to commence in early March 2021 soon after the end of the cold season. Another 39 irrigation schemes planned for the calendar year 2021 through the public procurement system will be completed by the end of this month. For the schemes that will be implemented through the Community Development Councils, grant agreements have been prepared for 27 subprojects. The Project also is in the process of selecting beneficiaries for kitchen gardening and orchard establishment as part of its efforts to promote diversification and extend benefits to women farmers. Under Component B; despite the short timeframe following project approval and effectiveness, the Project was able to successfully distribute over 10,000 MT to about 210,000 beneficiaries in 34 provinces against a target of 14,000 MT to 280,000 beneficiaries. The difference results from delays in procurement and the early arrival of the cold season. The Ministry is working on a plan to distribute the remaining quantity of seed to eligible beneficiaries for planting in the spring season. The distribution of the remaining seed in the spring season would allow the project to reach the set target of 280,000 beneficiaries. Support to the production of breeder seed in 10 research sites is ongoing and up to 90 MT of breeder seed is expected to be harvested with the support of the Project during the upcoming harvest season, and 4,880 labor days have so far been created through this process.
