With Tianhe Pumping Station being completed, the reliability of Bengbu’s water supply, in terms of days of emergency supply, has risen from 30 days originally to 90 days now, meeting the end-of-project target. Reduction of flooding in project areas has been partially achieved. The area of Bengbu that is protected from flooding from storm water runoff is now at 80%, compared to the end-of-project target of 95%. Currently seven of nine large capacity storm drainage pumping stations and associated drainage networks are completed with two more pumping stations underway. A satisfactory engineering compromise was reached as an alternative to dredging Longzi Lake involving compatible works under another Bank-financed project. Partial improvements in wastewater management have been achieved with completion of wastewater collection networks in Bengbu City, Huaishang District, and the three counties of Wuhe, Huaiyuan and Guzhen, and transfer of wastewater from Huaiyuan to the Huaishang wastewater treatment plant, although the wastewater treatment plant is not working at capacity yet due to delays in completing the associated networks which are now 88.4% completed. Regarding the activities geared toward improving the sustainability of environmental services, the technical assistance (TA) to make recommendations on institutional reforms to optimize the efficiency of water sector agencies is underway after significant delays and agreed reforms will be implemented much later than originally envisaged. To introduce load-based charges for better management of industrial wastewater treatment, the consultant is finalizing the bidding documents for selection of a professional management company for the operation of wastewater treatment plant built for the Mohekou Industrial Zone (MIZ), but there may not be ample time to engage the company before closing. The next supervision mission is scheduled for December 2014.
