57183 STATUS OF PROJECTS IN EXECUTION FY10 SOPE AFRICA REGION Eritrea Operations Policy and Country Services OCTOBER 03, 2010 Introduction The Status of Projects in Execution (SOPE) Report for FY10 provides information on all IBRD, IDA, and trust funded projects that were active as of June 30, 2010. The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank's revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. In addition to the project progress description, the FY10 SOPE report1 contains project level comparisons of disbursement estimates and actual disbursements, and a table showing the loan/credit/grant amount and disbursements to date. 1 Notes: Amounts and Graphs for loans/credits/grants in currencies other than U.S. dollars may not match exactly due to exchange rate fluctuations over the life of the project. Progress toward achieving development objective(s): The project objective has been largely achieved with the completion of the extension of the container terminal and berths, improvement of Massawa causeways, and acquisition of port equipment and spare parts. They have contributed to improvements in several indicators of the capacity and productivity of the port based on the figures as at the end of the first quarter 2010. Bulk cargo, measured in tons of cargo loaded or unloaded pership per day at Port Massawa, has increased from the baseline figure of 850 tons per ship per day to the current 1,457 tons, well above the project's end target of 1,100. Bagged cargo increased from baseline figure of 900 tons per ship per day to 1,034, compared to the end project target of 1200. Containers from 3 TEU/hr to 5 against the end of project target of 12. Berth occupancy has declined due to the overall decline in the level of traffic from the loss of Ethiopian transit traffic due to the conflict with Ethiopia. However, as a result, this has also increased port capacity. The project was restructured, or received Additional Financing during FY 10 The European Commission Trust Fund closing date has been extended until August 31, 2010 to allow for the review of the Administrative Arrangement between the European Commission and the Bank. Progress toward achieving development objective(s): The project has made significant strides towards achieving its objectives. Introducing a community-based approach to school construction has rapidly increased the number of available classrooms at the primary and middle school levels (384 for primary; 42 for middle school), benefitting a total of 23,856 students and contracts have been signed for an additional 131 schools total. Textbook development for secondary schools (Grades 9-12) is slightly behind schedule and cannot be completed unless an extension of the closing date is granted. However, in 2009, the project financed the printing of approximately 21,000 books, bringing the total to date up to 1.1 million. Also, a student learning assessment specialist has started working with the government on additional analysis of the latest assessment data.
