Introduction Disability and poverty are intricately linked. Disability causes poverty and poverty exacerbates disability ­ people with disabilities are among the poorest and most vulnerable. Global estimates indicate that at least ten percent of the world's population lives with some form of disability. In the South Asia Region, a vast number of people are disabled and lack basic support such as access to social safety nets, education, health services, and gainful employment. Little or no data is available ­ disability issues are given low priority or are excluded from official statistics. Many forms of disability are difficult to capture in statistics, often due to under-reporting. The incidence of disability is increasing due to conflicts, disasters, malnutrition and the HIV/AIDS pandemic. The societal cost of exclusion is high with long-lasting consequences. Short-term solutions to poverty alleviation and improved socio-economic status, as well as political inertia, continue to hamper long-term progress. A shift in perception of disability is emerging globally, and in the World Bank, Disability and Development is gaining ground as a new area of focus. The traditional view of medical and rehabilitation models - prevention, cure and intervention - is giving way to a social model that looks at disability as a socio-economic construct. This report is a brief review of disability policies and Bank lending operations in the South Asian countries. Enforcement and implementation efforts are not examined; however, it is evident that the rate of progress on disability policy varies greatly in the region. A portfolio review provides a list of Bank supported projects where disability has been addressed (completed projects and projects under implementation). The report also includes a proposed list of projects with scope for inclusion of a disability focus, keeping in mind the Bank's likely comparative advantage in mainstreaming disability through the emerging global rights-based development approach. An institutional block grant and competitive grants propose equal access for disabled students, 2003 The Velugu Project under the Andhra Pradesh Rural Poverty Reduction Project adopts a rights- based empowerment approach in its development path. It is the only project where disability is one of the components in the social map, treated at par with other vulnerable groups such as women and scheduled castes and tribes. This project can be viewed as a model of how disability can be integrated into the Bank's work. Others listed above do not address disability as a separate component. However, inclusion of disabled children is addressed in education projects. 3 D. Options for Mainstreaming Disability in Bank Operations Twin Track Approach Mainstreaming in all strategic programs Mainstreaming in all empowerment-based efforts Full Participation (i) Infrastructure Ensure that architectural and design barriers are addressed as these constitute one of the primary social and economic limitations faced by people with disabilities. In construction of schools, public buildings, transportation systems, streets paths and other public infrastructure, there are opportunities to facilitate accessibility at low cost by promoting barrier free design and providing information to Borrowers about the most cost-effective methods for its application; Adopt a policy and strategy for promotion of access (construction, transportation, and Information Technology). Under Education For All (EFA), a component of providing textbooks is included. Offering the textbooks in alternate formats for student with visual and other disabilities would increase access to education; and Include disability in supporting governments in their efforts to achieve the Millennium Development Goals (MDGs). (ii) Analytic and Advisory Strategy Develop disability-sensitive project screening guidelines and/or establish disability as a safeguard as part of the Bank's operational policies and guidelines; Include disability in PRSP, CAS and LSMS as well as in research activities; and Develop performance indicators and monitoring and evaluation of progress in disability measures. (iii)Lending Fund pilot projects/components on disability such as inclusion of the disabled in support to widows in post-conflict areas. (iv) Capacity Building Address disability in the context of participation in order to promote inclusion of the most vulnerable and to enable them to become productive citizens; and Establish a mechanism for collaboration and exchange lessons learned with external organizations with expertise in disability and development (see annex 2). 5 (v) Review and Research Carry out public expenditure reviews on disability in SAR countries; Disseminate information about disability policies among Task Team Leaders in SAR; and Document good practices and promising results of projects with a disability focus. (vi) Internal Organization and Human Resources Establish disability focal points in each sector in SAR; Recruit disabled people as staff, short term consultants and interns at HQ and in country offices; and Ensure that Country Offices are physically accessible. MDGs FY 04 and FY 05 and themes Based on the feedback received from a Roundtable with People With Disabilities in 2002, the Bangladesh team has proposed carrying out a PWD situation analysis. In addition, the team has translated the National Action Plan for Disability into local languages and shared it with other development partners and the Poverty Reduction and Strategy Paper Task Force. In India, discussions with civil society groups active in the area of disability have highlighted issues requiring urgent attention, notably access to public places, transportation, and information. The South Asian country offices celebrate the International Day of Disabled Persons annually with specific themes. Access to the physical environment, including road and surface transportation, is suggested as the theme in FY04. To achieve the MDGs in education, it is critical to ensure inclusion of students with disabilities and to incorporate appropriate accommodations in terms of physical and structural access. These include buildings, curriculum design, information access, teacher sensitization, and equipment availability. G. Resources: (See Annex II) H.
