The project became effective on February 16, 2011 and the current closing date is September 30, 2015. There continues to be a gradual acceleration in the implementation of project activities with solid progress across all components and especially with respect to the previously delayed component 2, “Small Scale Rural Infrastructure”. Disbursement stands at approximately 78 percent of the available funding, with the majority of the remaining disbursement relating to small scale irrigation works, which are in various states of progress. Government has requested a no-cost extension of the project's closing date until June 2016 to provide additional time for these works to be completed. In parallel, the Second Argicultural Growth Project has been prepared, which would consolidate the investments made under the current project; scale up the project to a further 61 woredas (districts); and refine the design of the project, including the introduction of an agricultural research component and greater emphasis on nutrition, gender and climate-smart aspects of agricultural production and marketing. The new project was approved by the IDA Board of Directors on March 31, 2015 and will likely become effective in July 2015. Hence there wouls be an overlap withe current project for approximately 12 months. Under AGP, the Bank's safeguard policy 4.12 Involuntary Resettlement was triggered due to possible property loss resulting from small scale infrastructure worsk. Farmers have provided land voluntarily as decisions related to selection of sub-projects was community led. Farmers have confirmed these donations through signing on consultation minutes. However, even though made on a voluntary basis, Bank policy requires full documentation, and this has been found to lacking in some cases. Therefore, it has been agreed with the Ministry of Agriculture to conduct an independent social audit of all such schemes where there has been land acquisition. It is expected that this will be completed by July 2015.
