NGO IV (P117444) Implementation Status and Key Decisions The Project continued to make very good progress towards meeting its development objectives and achieving its core outcome indicators. As of the time of writing of this ISR, disbursements against Component 1 of the Project - Grants for Service Delivery, have reached 82% and all sub-projects are expected to be completed by end of June, 2016, ahead of schedule. At the aggregate level, the Project was exceeding its target providing services to an estimated 72,000 people of whom 88.6% were particularly vulnerable and marginalized. The Project had financed the rehablitation and upgrading of 484 sites (including cultivation of land) and it had provided 1335 people with access to income generating activities. Of these 725 persons secured part time jobs. Examples of services delivered include provision of psycho-social counseling sessions, the procurement of technical aids for people with minor physical impairments, training youth on social enterpreneurship skills, training farmers on innovative marketing strategies and helping with the procurement of agricultural inputs, raising awareness amongst women on reprroductive health, rehabilitation of land and building community centers in Area C villages. One of the projects visited was the "Partners in Development" Project which provided skills training for youth who managed to set up small businesses in their home towns. Examples of successful businesses visited included a small restaurant which served a small community and which, on Fridays, catered free meals for disadvantaged families in the community. Another business offered computer training for school children. These business were being established in rural areas characterized by conservative social norms and so the Project offered young women opportunities to generate income working in their own communities. Implementation progress under Component 2 of the Project - Support to the NGO Sector, also picked up considerably during the review period. Over the six months reported until January 2016, the Project carried out 33 awareness raising sessions on the Code Of Conduct. 171 NGOs have completed their self-acccreditation and of those 44 applied for verification of their self-assessments and 29 self-assessments had been verified. These achivements were possible due to the active work of the Palestinian NGO networks who were supported through grants to carry out the advocacy work within their networks. The NDC continued to provide capcaity building to NGOs in improved governance systems and financial management. The NGO Portal added 700 NGOs to its GIS platform and all resources and tools developed as part of the Code of Conduct were available online. Finally, under Component 3 - Project Management and Monitoring and Evaluation - during the review period, the NDC Grants Unit staff completed 7 scroecard sessions which were attended by 137 project beneficiaries. in which 137 people participated. The NDC continued to manage the Project's various components with efficiency and they managed to also secure small contracts with other development partners which helped cover a portion of the Center's administrative cost. The number of NGOs targeted under PNGOIV was 36 and 33 out of those made their annual financial statements public. In PNGOIV-AF, an additional batch of 30 NGOs was targeted. Of this new batch, 7 NGOs have disclosed their financial statements; the percentage achieved at the end of the reporting period was therefore 61% (40 NGOs out of a total of 66). The target of 90% is expected to be achieved by end of November 2016.
