Highlights include 52 projects with 170 sub-grantees currently under implementation, numerous Page 1 of 6 The World Bank Report No: ISR1491 governance reforms implemented (new organizational and staffing structure adopted with all staff in place, new constitution signed, preparations for the 1st ASARECA General Assembly and negotiations of Headquarters Agreement with the Government of Uganda both underway), Board-approved regional strategic plans for all program units and the Public Disclosure Copy establishment of the "Office of National Focal Person" in each member country to support ASARECA-financed projects incollaboration with the Secretariat. ASARECA's financial management system can reasonably be relied upon to ensure that the grant proceeds are used only for the purpose intended. However, sub-grantee systems are weak causing some fiduciary risks. Bureaucratic funds flow arrangements at the implementing institutions level and delayed preparation and submission of financial reports by sub-grantees, among others, have affected the smooth utilization of funds. Short and medium term action plans endorsed by the ASARECA Board in June 2010 are currently under implementation and progress will be reviewed during the next joint donor mission (November 2010).
