Project-financed farmland restructuring includes the issuance of use right certificates which are legally registered and reflect accurate information, including digitized spatial data in line with the new cadastral system. As such it provides a portion of the use right certificates which are required for an improved immovable property registration and cadastral system, albeit only for rural land. The recently- Page 1 of 7 The World Bank Report No: ISR6254 approved additional financing includes not only the expansion of farmland restructuring to cover more families and agriculture land but will also increase tenure security by issuing use right certificates not only for family farms but also for other types of properties that do not yet have registered rights. The additional financing will support for the testing and demonstration of data integration and customer service in four pilot areas in order to increase the knowledge and understanding of the institutional reform and pragmatic operational and technical requirements. Public Disclosure Copy The original Project has achieved its results targets originally agreed in 2005 and is now making the arrangements for a transition to the Additional Financing phase which will extend the Project until 2015. New targets have been agreed for all of the indicators. The government is also making progress in the Programmatic Development Policy Grant (PDPG) 6 “prior action� on farmland restructuring, as well as other key policy reforms. Preliminary findings of the separately funded Rural Vulnerability and Resilience Study appear to confirm that rural people perceive that the economic status in family farms exceeds that of un-restructured farms, and include other insights related to project impacts.
