Improving the Coordination and Management of Statistical Activities: Under this component the project has made progress in the review of Memorandum of Understanding (MoUs) with 9 agencies, setting up of the National Advisory Council on Statistics (NACS), and translation of the Statistics Act (accessible from the BBS website). The PIU has completed translation of the Statistics Act to English and made it available on the BBS website. Developing Human Resources and ICT Infrastructure to Produce and Manage Data: Key activities delivered under component B include: Training Policy that covers all BBS staff, prioritizing participation of women and field-based staff and a draft training plan based on the training policy. A training inventory document has also been produced containing training opportunities in statistics offered by national and international organizations aimed at building a sustainable statistical capacity through efficient, effective, and harmonized delivery of training at the country and regional levels. Given the COVID-19 situation the MTR recommended combining both online and face-to-face courses once circumstances allow. The project has also supported ‘Training on Agriculture Statistics’ for a total of 478 staff of BBS working both at Headquarters and at the Field Offices in the late June 2019, and two separate advance Training on Microdata Analysis using STATA. The MTR mission however noted the considerable delay in procurement of the ICT infrastructure due to delay in preparation of the ICT Plan. The team encourage the staff of the BBS Computer Wing and the Project IT consultant to work together and provide necessary information to the TP experts on time so that they can develop the draft ICT Plan.  Component C. Improving the Coverage and Quality of Core Statistics Required for Policy Making: Under this component a comprehensive booklet on Harmonization of the Definitions of all Statistical Indicators has been produced. In total, more than 2,200 definitions were standardized with inputs from international experts and BBS staff through six consultative workshops with different BBS Wings. Through the project support, BBS was also able to conduct and complete the Rapid Phone Survey on Livelihood and a survey report produced and disseminated. The project is further providing support to preparatory work and technical support to the Household Income and Expenditure Survey (HIES) 2021-22 and Labor Force Survey (LFS) 2021-22.  Component D. Promoting and Strengthening Access to and the Use of Official Statistics: The MTR mission observed that this component has had challenges in completing some of the key tasks including the Data Licensing Agreement between BBS and World Bank, finalization and implementation of an effective and clear dissemination policy, and the preparation of Advance Release Calendar and the Protocol of Advance Release Calendar. Given the importance of these activities for attaining the Project Development Objectives, it was agreed that the PMU will prioritize the discussion on the Data Licensing Agreement. The Twinning Partner with support and input from BBS will prepare the Advance Release Calendar and Protocol of Advance Release Calendar, and the dissemination policy. User satisfaction survey methodology and questionnaire will be developed soon for this Comments: indicator. Overall Comments PDO The MTR clarified and agreed on the number of core statistics and specific surveys or data to be improved under each domain for the purposes of tracking the achievement of PDO level indicators. The findings from the MTR mission have therefore led to proposed clarification of what constitute core statistics and surveys in relation to the PDO level indicators, and how improvement will be measured. The MTR also proposed revision of target for PDO indicator 2 “Core statistics are released according to a pre-defined calendar” by half from 80% to 40% to make it more realistic. This request will be made at the project restructuring request stage. While the project document clearly stipulates that two rounds of User Satisfaction Survey (USS) will be carried out to measure the progress over time by an external independent agency for indicator 4 "Increased User Satisfaction Survey", no such survey has been conducted. The MTR has recommended that in the interest of time, the PIU will carry out an initial USS while an independent agency will be contracted to undertake two additional follow-ups of the survey – one towards the end of 2021 and the latter towards the end of the project to assess progress over time.
