The procurement team was reinforced. These changes occurred towards the end of the first trimester and have given a new dynamic to the project. With the new team members, the interaction with the Technical Directorate has significantly improved. The PIU ensured that the negative impacts of the change on the project momentum were minimum possible for a smooth transition. 6/26/2020 Page 1 of 11 Public Disclosure Copy The World Bank Implementation Status & Results Report Second South West Indian Ocean Fisheries Governance and Shared Growth Project - Madagascar (P153370) Furthermore, the Task Team stepped up implementation support through biweekly virtual meetings with the PIU to monitor progress of all ongoing project activities including ongoing procurement and contracting processes, and ad hoc meetings on specific issues with the Technical Directorates. This has resulted in significant improvement, in particular with commitments of almost $3 million during the last few months. Commitments and disbursed will continue to increase during the first semester of FY21 as over 35 procurement activities have started during the last few weeks. Despite the slow disbursement, there has been some signitficant progress during the last reporting period. Some key activities have demonstrated a significant advancement. The contract with the three Executing agency (NGO) have been signed and implementation is starting. The construction of the PIU building is ongoing and the contracts for the constructions of four additional administrative buildings are signed. Nonetheless, the project still encounters problems with the transfer of land to the MAEP for administrative buildings, which requires lengthy discussion and administrative process. The issue was raised and discussed during the meeting with the Minister/MAEP, and the team will continue to closely follow-up and monitor with the PIU. Offgrid electrification - PHRD Grant The PHRD Grant Agreement closing date has extended until June 2022 (the previous closing date has to be set at signature to June 30, 2020 as the trustee was ending in 2020 when the project was approved. Electrification plans were finalized in two of the three ZUPs, Batan and Analanjirofo, by the Agence de Développement de l'Électrification Rurale (ADER). The third one has being delayed due security issues in Melaky and current travel restriction due to Covid19. In Batan and Analanjiforo regions, sixteen villages were identified to install the off-grid electrification. In each village, a off-grid electrification infrastructure, i.e. multi-functional kiosk, will be built, and this infrastructure will provide cold chain and other services to the community through cold- storage, ice machine, an office for the fishing association and a charging facility, for phones, batteries, etc., for the community. The tendering process to select a firm to conduct the technical studies and ESIA of the kiosk is ongoing and ADER is preparing the technical specification for the electrification and cold chain equipment. To ensure good coordination of this activity, a Technical Assistant is being recruited by the PIU to be in charge of all activities related to off-grid electrification, including sensitisation of the communities once the infrastructure are being built and equipment is being installed. IOC Previous delays are being resolved with many activities being engaged in the three subcomponents of Component 1. Disbursment is now reaching 25%. With a full PIU in place, activities are being implemented steadily with the various implementing agencies and/or beneficiaries. In December 2019, under the hospices of AIODIS, a first edition of an Eco Forum, the first forum on the circular economy, was organised in the region. During the meeting, a Blue Champion Award was organised to encourage the youth across the AIODIS countries to develop innovative concepts to address marine and plastic pollution.
