This study examines the impact of growth on poverty and inequality in Eastern Europe and the Former Soviet Union during 1998-2003. To measure poverty, an absolute poverty line of $2 a day is used, comparing it with household consumption per capita. This line is a closer approximation to basic material needs in the Region than the well-known global standard of $1 a day because of the additional expenditures on heating and warm clothing that are required...
