The mission was pleased to find that most of the Year 3 targets had been overachieved; the disbursements have reached 44 percent, and USD 109.5 million has been disbursed. FY 2020 has seen a sharp rise in progress on developmental milestones and disbursements. Post-project restructuring US$ 93 million has been disbursed. The cumulative disbursements are currently outperforming the projected disbursements. The mission was pleased to note the steady progress made under SIMO since project restructuring, and appreciates the work undertaken by the SIMO team at the MSDE. MSDE has, over the past year, taken critical proactive steps to enable smooth program implementation. Post restructuring, the operation continues to maintain its momentum. The Development Outcome rating has been upgraded to Satisfactory as the Year 1 and 2 targets for PDO indicators 1,3 and 4 have been achieved. The Year 2 target for PDO 2 has been achieved, and the results are under verification. Implementation Progress rating continues to be Satisfactory.
