The Project Implementation Unit (PIU) has published 8 invitations for bids and will also carry out direct contracting as per the Procurement Plan. Seventy-three percent (73%) of countries with MPA projects were reported still in lockdown at the end of May. As of June 17, 2020, 70 projects have been approved (including WBG funded under a TF - West Bank) with a total commitment of US$4.3 billion. The approved projects benefit a population of 3.25 billion people or 43% of the global population. Of the 70 projects approved: (i) 27 are in Africa; (ii) 9 in East Asia; (iii) 11 in Europe and Central Asia; (iv) 8 in Latin America and the Caribbean; (v) 7 in the Middle East and North Africa; and (vi) 8 in South Asia. Fifty-four (54) Financing Agreements have become effective or 87% of signed financing agreements (77% of approved projects). On average, it has taken only 13 days for projects to move from approval to effectiveness (a Bank record). Forty-eight (48) projects are disbursing or 89% with financing agreements that are effective. Total disbursements as of June 17, 2020, under these projects, amount to US$1,114.7 billion or 26 of overall commitment. In addition, US$234 million have been committed under signed contracts with UNICEF and Bank Facilitated Procurement (BFP), bringing to 32% actual disbursements and committed amounts. This level of disbursement attests to the rapid implementation of the Bank response. Bank capacity is being stretched to meet streamlined delivery demands and provide enhanced implementation to clients. Overall Comments PDO PDO indicator 1: Number of suspected cases of COVID-19 reported and tested: national testing capacity has increased significantly since Project appraisal. As of June 15, 2020, there were 13 laboratories performing COVID-19 tests: 5 in Bishkek City 1 in Osh City, 1 in Jalal-Abad City (mobile lab), 1 in Naryn City (mobile lab), 1 in Talas Region, 1 in Batken Region (mobile), 1 in the City of Kant, 1 in Jail District and 1 in Issyk-Kul District. The weekly test load has consistently been above 12,000 since early April 2020. PDO indicator 2: Percentage of designated hospitals with personal protection equipment and infection control products and supplies, without stock-outs in the preceding two weeks: personal protection equipment and infection control products were acquired by the PIU using funding from the ERIK Project. The Bank team is working with the Ministry of Health to set up the necessary database links in order to be able to compute this indicator.
