As of February 16, 2021, 86 MPA-projects have been approved providing a total commitment of US$4.20 billion. Disbursements have continued to increase at a rapid pace. Thirty-three (33) country projects or 37% of projects approved have reached 70-100% disbursements. The projects benefit around 3.7 billion people or 50% of the global population. Of the 86 approved projects: (i) 32 are in Africa – 12 in AFE and 21 in AFW; (ii) 12 in East Asia; (iii) 13 in Europe and Central Asia; (iv) 12 in Latin America and the Caribbean; (v) 7 in Middle East and North Africa; and (vi) 9 in South Asia. Seventy-two (72) projects are disbursing. Total disbursements as of February 16, 2021 under these projects amount to US$1.977 million or 47% of overall commitments. The World Bank Senegal COVID-19 Response Project (P173838) Procurement contracts signed and in process with UNICEF (US$595.3 million) and under BFP (US$132 million) amount to US$727.3 million. As of February 16, 2021, one project has been restructured and 3 AF- V operations have been approved for a total amount of US$98.1 million. Under the MPA parent projects, streamlined procedures, delegated approval coupled with flexible project design and intensified efforts across the Bank have contributed to the progress. Implementation continues to face challenges as some countries are still under different levels of lockdown or mobility restrictions and counterparts and Bank teams are operating from home and communicating virtually. Notwithstanding challenges, the MPA is on track to achieving its PDO – to prevent, detect and respond to the threat posed by COVID-19 and strengthen national systems for public health preparedness. The significant level of disbursements in just over ten months under the MPA attest to the strong implementation of the Bank response thanks to the commitment of counterparts supported by country teams. No I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING A. Project Status 1. The Senegal COVID-19 Response Project (P173838) under the COVID-19 Strategic Preparedness and Response Program (SPRP) using the Multiphase Programmatic Approach (MPA) has been under implementation for a little over 11 months and has a total financing envelope of US$20 million. The project is being financed through the The World Bank Senegal COVID-19 Response Project (P173838) World Bank’s Fast Track COVID-19 Facility. The project was approved on April 2, 2020, became effective on April 6, 2020, and has a closing date of March 31, 2021. 2. Implementation of the project is going well. Fiduciary processes, including procurement and financial management, are rated Moderately Satisfactory. The Environmental and Social Standards (ESS) performance was rated as Moderately Satisfactory. As of March 26, 2021, the project’s disbursement rate is 78.37 percent and the project’s historical disbursed amount is US$16.32 million equivalent of the net commitment of US$20 million equivalent. There is US$3.5 million committed for suppliers' payment and the project has begun procuring additional personal protective equipment and other supplies of urgent need. As of November 17, 2020, three out of the four PDO indicators already surpassed their targets. The intermediate outcome indicators are also progressing well and out of the 14 indicators, four have surpassed their final targets and two have achieved their final targets. Several of the results are presented as follows: (i) 1,295 healthcare workers and 160 point of entry/border officers have been trained in COVID-19 prevention, control and contact tracing; (ii) 1,295 community health workers were trained on community-based disease surveillance; (iii) an Epidemiological Treatment Center at Fann Hospital is currently being established; (iv) 350 healthcare workers have been recruited to support the COVID-19 treatment center; (v) 105 district health centers/hospitals have received a vast amount of equipment and supplies such as PPE (masks, gloves, face shields, gowns, etc.); (vi) seven designated laboratories have received COVID-19 diagnostic equipment, test kits and reagents; (vii) audio-visual equipment (monitors, microphones and subscriptions to online meeting applications) for all regions was procured; and (viii) 10 equipped ambulances were procured for emergency medical services. B. Rationale for Restructuring 3. The proposed project restructuring is in response to a request from the Government of Senegal dated March 15, 2021 to extend the closing date of the project to enable sufficient time to prepare the Additional Financing package for COVID-19 vaccines (P175992) and to continue to procure supplies for urgent need. The Additional Financing request was formally conveyed by the Government of Senegal in a letter dated February 4, 2021 to expand the COVID-19 response. The World Bank’s Board of Executive Directors approved an envelope of US$12 billion (IBRD/IDA) on October 13, 2020 to support developing countries in the purchase and deployment of vaccines as well as strengthening the related immunization and health care delivery system. The proposed Additional Financing will form part of an expanded health response to the pandemic, which is being supported by development partners under the coordination of the Government of Senegal, and will enable the procurement and deployment of COVID-19 vaccines that meet the World Bank’s Vaccine Approval Criteria (VAC) for 55 percent of the population. II. DESCRIPTION OF PROPOSED CHANGES 4. As the project’s closing date is rapidly approaching, the Government has requested an extension of the closing date to enable proper preparation of the proposed Additional Financing and to continue to procure supplies for urgent need. This paper seeks Management approval to carry out a project restructuring to revise the closing date from March 31, 2021 to September 30, 2021 and the implementation schedule.
