Schools were closed throughout the lockdown, affecting nearly 902,000 preschool children and 4.6 million elementary school students. The impact of which was more severe for marginalized children from vulnerable families, including girls. The Ministry worked with partners to create a COVID-19 response strategy for the education sector. The response covered three major aspects: i) pedagogical continuity, ii) preparation for the resumption of schools and iii) strengthening the response capacities of the education system in emergency situations. To maintain continuity of education and prepare school recovery, the Ministry of Education designed and disseminated educational radio and television programs and developed apps for distance courses. In addition, the MOE began in September to prepare schools to safely re-open in October for the 2020-2021 school year. The implementation of this response strategy was steered by a “task force” made up of the directors of key departments of the Ministry. Part of the interventions were the subject of a request for financing from the GPE and received the approval of the Board of Directors. This emergency funding came into effect on October 13, 2020 and covers the new Component 7 of the project. Component 1: Training of teachers with a focus on early grade reading, writing and mathematics. Schools have re-opened on October 26 after long months of inactivity. Teachers training in the nine regions is scheduled in January 2021, since it was not possible to start it right after school re-opening. The 13 other regional training plans are ready and under review. Component 2: Improving attendance and readiness to learn through pre-school, construction and health. Subcomponent 2.1: Improve readiness to learn through support to pre-school. NGOs have been contracted to set up 400 Community based Early Learning Centers (EECs) have been contracted and are on the ground. 308 centers have been established since the start of the project. 428 community educators are currently trained. Subcomponent 2.2: Increasing student attendance through community-based school construction. 1st batch: 190 contracts have been signed out of 200, and 10 are re-tendered. 65% of the works are under implementation. 2nd batch: 300 sites were under verification during the mission and 200 of them will be selected in December 2020. After training of communities at the beginning of 2021, it is expected that the works will start in the 1st semester of 2021. Subcomponent 2.3: Increasing student attendance through school health incentives: Deworming: Due to Ministry of Health (MoH) medical responsibility and synergies between projects the 80 districts targeted under PAEB are covered by another Bank financed project (PARN) and a specialized NGO (SCI), both managed by MoH though community approach. This strategy will continue in 2021. Iron supplement (FER/FAF) the Ministry will continue delivering supplements. For the current campaign, Iron supplement is available at CISCO level and will be administered to students in January 2021. Component 3: School based management to increase learner promotion. Subcomponent 3.1: Create and fund a single, harmonized and equitable national school grant program. Transfer of funds for the school grants has started during the mission. Funds are scheduled to be received by schools by mid-December. 2089 agents have been trained at DREN, CISCO levels and school directors have been trained on funds management . Subcomponent 3.2: Professionalization of the capacities of school directors. The guide for school directors has been printed and under distribution. As a transition, a project of ministerial “Arreté” on the status of school directors is in draft. Its content is currently discussed between the Bank and the Ministry. The initial agreement on issuing a “Decree" is still under consideration but will take longer due to its approval by Government and possible budget implications. A first wave of school directors will be trained this December 2020 and an international technical assistance will be hired by the project to develop the “pedagogical leadership’ module, object for training in the next year. Component 4: Sector reforms, System building and project management, Education Sector Plan (ESP) reforms and capacity building. New curricula for grade 1, grade 4 and grade 7 are ready to be tested in public and private schools. It is important that the department in charge of curricula works closely with the “Direction Nationale des Ecole Privees” to ensure a full understanding and endorsement of the new curricula by the private sector. Planification, M&E: An in-depth diagnostic of the system has been delivered in March 2020. The report, which was commented by the Bank, still needs the approval of the new team (new Minister and new Directors) in place in the ministry, before proceeding with the recommendations. The Education Management Information System (EMIS) for 2018-2019 was late due to COVID and software issues but is now available. Overall M&E for the project is working as agreed with M&E focal points and support from the technical support team from UFP. However the renewal of focal points by new directors could trigger some uncertainty in the established system; the Bank met them and recommended more frequent interaction within the network to ensure fluidity of information. Communication: Communication to the public of PSE and reforms is overdue. Messages are not yet formalized. A new Communication Directorate (UCOM) has been established close to the new Minister and the Bank is pushing towards an effective start of this activity. Project Management: UFP ensured the effectiveness of the new Component 7 on October 13, 2020. UFP is now well established to provide full support to ministry Directions. The mission was informed that the Coordinator was promoted to be the General Secretary of the new ministry administration. It was agreed that an open selection will be published shortly for an expected starting date of mid-January. Component 5: Contingency Emergency Response (CERC). This component was not triggered yet. Component 6: GPE Variable part. DLI 4: Creation of an official evaluation unit: Done DLI 5: Publication of results of the national evaluation: Done DLI 6: First day of school calendar falls in February: The Government informed the team in June 2020 that regions will be given flexibility to tailor the school calendar to local agriculture and weather conditions. DLI 8: Number of schools that have increased the rate of promotion by 2 percentage points: Will be verified by the independent verifier in the next academic school year. In order to expedite activities, it was decided during the mission to delegate to UNICEF some part of urgent activities (i.e in addition to communication activities, Wash activities some remote learning activities – continuity on radio/ TV sessions). The MoU has been signed by both parties and implementation started during the mission. Mid Term Review: May 2021 has been agreed as a tentative date for the mid-term review of the project.
