Contract commitments have doubled over the last six months (to 130 million EUR) and another 10-11 contracts are expected in the next 6 months (an additional almost 200 million EUR in commitments). With all major technical support consultancies on board, all sub-projects are fully under preparation (including the preparation of design and bidding documents, environmental assessment and management plans, and resettlement action plans). Proper financial planning (e.g. use of loan resources for quick liquidity), in the context of prioritization of EU Cohesion Funds, is needed to avoid delays in advance payments to contractors to ensure quick mobilization of equipment and materials. For RZGW WL, following discussions between the Ministry of Maritime Economy and Inland Navigation (MMEIN) and MoE, it was decided to formally drop package 1B.1/2 (cost estimate around 33 million EUR) – the section along the free-flowing Odra between Malczyce Barrage and Scinawa. MMEIN intends to build two navigation barrages not related to the original planned works in this section. Decisions will need to be made where to re-allocate these funds. Similarly, some further hydrologic and hydraulic analyses are needed in the Klodzko Valley to confirm the priority investments related to passive protection and to identify potential additional sites for retention. Thus, due to cancellation of some packages and some significant savings following the first tender processes, additional sub-projects may be considered across all PIUs. These must be screened first to determine whether they meet the Bank’s eligibility requirements (e.g. environmental criteria and inclusion on the EU ‘List 1’). Regarding the new investments proposed by MZMiUW, it was agreed that economic analyses be prepared for each of these sub-projects to confirm their reasonableness for financing. Good progress is also observed in detailing the scope of work to develop revised flood risk management plans for the Upper Vistula. This will be critical to identifying future investments in the Vistula basin. Finally, progress is made by all stakeholders in understanding the requirements for the proposed Flood Operations Centers (in Wroclaw and Krakow) and the IMGW program of activities (procurement initiating for the support consultancy). Of critical concern is the impact of the new Water Law on the implementation of the project.
