We refer to the Project Preparation Advance Agreement for the Second Land Administration 
Project between the Palestine Liberation Organization (for the benefit of the Palestinian Authority) and the 
International Development Association dated September 9, 2009 (the PPA Agreement) and to your letter 
dated November 30, 2010 requesting an extension of the Refinancing Date of the Project Preparation 
Advance.  I am pleased to inform you that the International Development Association has agreed to 
establish June 30, 2011 as a new Refinancing Date for the purposes of Section 3.03 of the Annex to the 
PPA Agreement.
