Based on the current implementation status, the project has achieved its development objectives. On March 21, 2011, based on a request from the client, the project was once again restructured in order to proceed with a reallocation of funds from component 3 to components 1. The reallocation of funds from component 3 to 1 led to a reduction in the required counterpart Page 1 of 4 The World Bank Report No: ISR5438 funding because of the lower counterpart requirement for component1. An amendment to the loan agreement on the article III, c to reflect these changes was approved on December 21, 2011. The July 2011 mission/workshop and the November 2011 Partnership Strategy (CPS) Consultation for Gabon over the period FY12 to FY15 confirmed a high satisfaction and high demand of additional sub-project by beneficiaries and municipalities. The beneficiary assessment survey completed in April 16, 2011 revealed the need for (i) scaling-up of the Public Disclosure Copy current project activities to consolidate the achievements, and (ii) support the implementation of the new decentralization law approved in November 2011.
