Amendment to the Financing Agreement
Excellency:
We refer to the Financing Agreement dated May 27, 2013 ("Financing Agreement"),
between the Republic of Mali ("Recipient") and the International Development Association
("Association"), for the Emergency Safety Nets Project ("Project"). Please note that the capitalized
terms used in this letter ("Amendment Letter") and not defined herein have the meaning ascribed
to them in the Financing Agreement as applicable.
I am pleased to inform you that, after due consideration, the Association proposes to amend
the Financing Agreement as set forth below:
1.     The title of the Financing Agreement is amended to read as follows:
Safety Nets Project ("JIGISEMEJIRI")
2.     In Schedule 1, the objectives of the Project are amended to read as follows:
"The objectives of the Project are to increase access to targeted cash transfers for poor and
vulnerable households, and build an adaptive national safety net system in the Recipient's
territory."
3.    In Schedule 2, Section I.A.(ii)2 shall be amended to read as follows (modifications are
shown in italics):
"(ii) For the implementation of the Project at the regional level, the Recipient, through
UTGFS, shall collaborate with the social development regional directorates within the
MSAHRN in accordance with the provisions of the PIM."
4.     In Schedule 2, Section III.B.2(e) shall be amended and a new para (f) shall be added to
read as follows (modifications are shown in italics):

"(e) Procurement from UNICEF and WFP found acceptable to the Association; and f)
Community Participation in Procurement.
5.    In Schedule 2, Section IV.B.2 is amended to read as follows (modifications are shown in
italics):
"The Closing Date is December 31, 2019."
6.    In the Appendix, the following definitions are added and placed in alphabetical order to
read as follows and the rest of the definitions are renumbered accordingly to maintain
alphabetical order:
"UNICEF" means the United Nations Children's Emergency Fund.
"WFP" means the World's Food Programme.
All the terms and conditions of the Financing Agreement that have not been amended
hereby shall remain unchanged and in full force and effect.
Please indicate your agreement with the foregoing amendments on behalf of the Recipient
by countersigning and dating two (2) original copies of this Amendment Letter and returning one
countersigned original to us. Upon receipt by the Association of the countersigned copy, these
amendments shall become effective as of the date of this Amendment letter.
