The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank's revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. 1 In addition to the project progress description, the FY10 SOPE report contains project level comparisons of disbursement estimates and actual disbursements, and a table showing the loan/credit/grant amount and disbursements to date. 1 Notes: Amounts and Graphs for loans/credits/grants in currencies other than U.S. dollars may not match exactly due to exchange rate fluctuations over the life of the project. Progress toward achieving development objective(s): The construction of the Main Conveyer Irrigation Canal has been completed. About 20,000 ha of the traditional areas under the project, benefiting over 14,000 small farmers, will be irrigated during the 2010 irrigation season. The current impoundment of the Alborz dam (i.e. not financed by the loan) is well underway. About 85 million cubic meters (mcm) have been stored (about 56% of the total storage volume). The Central Liaison Office in Tehran and the two project implementation units in Sari continued to adequately monitor compliance with environmental and social safeguards and to enforce the measures stipulated in the Environment and Social Management Plan (ESMP). A detailed ESMP is in place which focuses on monitoring and evaluation of all seven environmental and social safeguards. The requirements for quality assurance (for civil works) during construction are adhered to by site supervision consultants and contractors. Progress toward achieving development objective(s): While some of the project objectives (i.e. those stemming from the physical works under execution) will be most likely achieved for the Mazandaran component by the closing date (December 31, 2010), the Guilan component may not be able to show the same level of achievement as a few key works packages (wastewater treatment plant in Ghazian and some pumping stations in Anzali) will only be completed after the closing date. Similarly, the lack of meaningful tariff increases in the past few years has had a negative effect on the financial situation of the two water and wastewater companies and thus has jeopardized the achievement of the operational and financial performance targets. The (likely) failure of the project to meet all of its objectives in the current timeframe is linked to some initial implementation delays - more acutely in the case of the Guilan sub-project - which are difficult to make up in the next six months; these delays were due to project-specific and the external environment conditions under which the project is implemented. To date the project has disbursed about 70% (of the $224 million loan) with an implementation rate of 75% in Mazandaran and 67% in Guilan.
