Component 1. Strengthening Pedagogy for Basic and Special Needs Education. This component aims to strengthen the capacity of teachers to deliver, and of school leaders to support high-quality classroom instruction. School leadership training and teaching certificate programs have adapted to virtual formats in the context of COVID-19 and are progressing well. 147 school principals and system leaders pertaining to all school 12/22/2020 Page 1 of 8 The World Bank Implementation Status & Results Report Human Development Service Delivery Project (P154253) systems have received leadership training. The procurement for an in-service pedagogy training program is complete. Additionally, the remedial program, BLOOM, was launched in six target schools in September 2020. Component 2. Building Responsive Social Protection Service Delivery Systems. This component aims to enhance the provision of social protection programs and services, and strengthen institutional mechanisms and strategy for more efficient, coordinated and transparent social protection service delivery. To this end the Ministry of National Mobilization, Social Development, Family, Gender Affairs, Youth, Housing and Informal Human Settlement (MNOM et al.) has completed the data collection of the enhanced Country Poverty Assessment (eCPA) which will inform a social protection strategy and potential reforms to the Public Assistance Program (PAP) for higher efficiency. Furthermore, a technical workshop took place in October 2020 to identify potential changes to the PAP. The completion of the analysis of the eCPA is expected for June 2021. Component 3. Strengthening Labor Market Systems and Improving Skills Training of Poor and Vulnerable Populations. This component aims to improve labor market outcomes by strengthening skill certification frameworks and providing training that is responsive to market needs. The Project has made progress in implementing the Young and Adult Training for Employment Program (YATE). To date the Program is undergoing its third training round of which the first two cohorts of trainees have been certified in occupational areas such as electricity, culinary arts, plumbing and data management. Despite delays due to COVID-19 restrictions, the Program is on track to complete its third training round in December with 160 participants, accumulating a total of 483 beneficiaries throughout the life of the project. Additionally, to strengthen the capacity of monitoring labor markets the first labor survey has been completed. The labor demand survey was launched and expected to be completed by the end of the year. Finally, a draft of the Protection of Employment Act (POEA) has been submitted to Cabinet of Ministers for approval. Component 4. Project Implementation, monitoring and evaluation. The Government agreed with the Bank on key milestones to increase the pace of project implementation. Regarding monitoring and evaluation, the Government continues to work on updating databases to report on some key indicators for the next period.
