The PDO remains relevant to the EPF, the LENS2 project, and to Lao PDR’s national socio-economic development plan and green growth program. The reported physical achievements of LENS2 are still advancing to meet the end of project targets, although some targets are slipping for some themes. The November 2017 implementation support mission was informed that the delay in achieving year targets is mostly due to government internal reorganization at MONRE and MAF which together account for the bulk of project expenditures. MAF and MONRE reorganization is now complete as of November 2017, and some subprojects are being restructured as a result. Overall implementation progress is moderately satisfactory but not without challenges, most of which are being addressed to varying degrees. The project disbursement rate from the Bank to EPF as of November 20, 2017, is above target, at 29 percent, or almost 11 million USD. Of this amount, as of October 31, 2017, EPF and the “subproject delivery agencies” (SDAs, such as MONRE and MAF and related provincial institutions) have spent 9.2 million USD (4.5 million USD spent in CY 2017). Because of the large number of relatively small subprojects, there are built-in high transaction costs of supervision by the Bank and also by EPF of all the agencies with subprojects located in Vientiane city and 7 provinces. Component implementation progress for (i) Institutional Development and (ii) Protected Areas and Wildlife is likewise moderately satisfactory, with some notable improvements for many subprojects, and some attention required for several other subprojects. The LENS2 portfolio of 37 subprojects consists of four themes: (i) protected areas, (ii) environmental planning and management (including green growth planning), (iii) wildlife law enforcement, and (iv) education and capacity building (including communication and knowledge). Overall improvement of LENS2 subproject implementation is visible: 11 sub-projects have moved from appraisal stage to implementation stage during the last 6 months. One critical sub-project, the Nakai Nam Theun WMPA subproject, has now been located formally under MAF as the WMPA now falls under MAF, and the subproject has received its first tranche of funds to begin operations on the ground. In parallel, the first cohort of LENS2 sub-projects for protected areas [Provincial Agriculture and Office (PAFO) BLX, PAFO HUA, PAFO XKG, PAFO KHA] have expended most of their funds and are planning to absorb additional funding and extension. The Protected Areas portfolio (11 protected areas within 10 sub-projects) is now moving to implementation stage: 5 sub-projects (PAFO SVK, PAFO BLX, PAFO VTP, WMPA and NUOL FEB) are now under implementation. The 5 other sub-projects (additional financing of existing PAFO subprojects and NEPL sub-projects) would be approved by the EPF Board meeting in December 2017 and move to implementation early in January 2018. The Nam Et Phou Louey PA sub-project, a critical sub-project flagged during the MTR mission in March 2017, is still pending the establishment of the subproject implementing authority. The wildlife law enforcement portfolio (DOFI, LCD, DCNEC and 3 POFI) shows notable improvements and results as well as strong inter agency synergies. These synergies are powered by the regulatory framework strengthening in process (new Penal Code and Forest Law, potential updating of the Wildlife and Aquatic Law) and the Lao-WEN network that includes numerous agencies responsible for criminal justice system and/or wildlife management. The education and capacity building portfolio consists of 6 sub-projects under implementation implemented by the National University of Laos or the National Academy for Public Administration. These issues were raised during the mission and the sub-project is now closely supervised by the EPF team with short term remedial actions agreed. This sub-project has been identified as candidate for cancellation if performance is not substantially improved. The environmental management and planning portfolio mainly implemented by MONRE or the Ministry of Planning and Investment (MPI) have uneven implementation performance. The internal MONRE reorganization is an opportunity to amend the sub-project management arrangement under MONRE among its various departments. The aim is to reduce supervision cost and increase the visibility, efficiency and effectiveness of sub-project within the MONRE ministry. MONRE is working on restructuring of sub-projects (sub-project proposals) to reflect MONRE’s on-going reorganization. MPI's subproject is only 5 months old and, with NIER, by the end of December 2017 they aim to prepare a zero draft of the National Green Growth Strategy for Implementing the NSEDP. The Project Administration and EPF Capacity Building component in particular is also rated moderately satisfactory yet requires attention to support EPF’s transformation to a more mature phase where EPF is considered a professionally managed national fund that delivers verifiable results in investment, information and institutional development; sets the environmental, natural resources, and green growth agenda of the country; can manage risks and all fiduciary matters – and can thereby attract and absorb funds from a more diverse and more sustainable range of financing sources besides the World Bank and GEF. EPF capacity requires strong technical assistance on M&E aspects and sub-project cycle management and supervision – technical assistance that EPF should procure on the market using its and implementing agencies’ funds from LENS2 and other sources. Centralized authorities can also assist in supporting and supervising provincial subprojects within their sectors. EPF has the potential to play a transformative role in financing and advocating for greener growth than would otherwise be the case. To live up to this ambition, EPF’s expanding capacity -- technical, human, institutional, and financial – needs to become more sustainable. At the same time, efficiency improvements are being devised or put in place, such as by streamlining and enhancing (i) M&E (see restructuring below), (ii) the sub-project preparation and implementation cycle, and (iii) EPF governance. In addition, EPF is effectively carrying out fiduciary responsibilities in implementing LENS2, showing that it can perform in a demanding context. Overall, EPF capacity will need to expand even further to take up more direct and consistent supervision of its subprojects.
