Incremental Operating Costs means the incremental operating costs incurred by the Recipient for purposes of management and implementation of the Activities, on account of office supplies and consumables, utilities, bank charges, communications, mass media and printing and translation services, vehicle rental, operation, maintenance, and insurance, building and equipment maintenance, domestic travel, lodging, and subsistence allowances, and salaries of contractual and temporary staff, but excluding salaries and any salary supplements of members of the Recipient’s civil service.
