Measles vaccination was 84% in Jogjakarta in 1999 and 87% in 2006, while in Lampung they were 76% in 1999 and 81% in 2006 (SUSENAS data) From 7 districts (47%) that submitted spending data,6 districts showed increase per capita spending for health between 2002 and 2005 and increased share of local government contribution for health. Jogjakarta continued to make progress in key reform areas particularly in health financing, HRH regulation, and health information system development. Also from supervision reports, there is indication that periods of diarrhea among young children are diminishing in number and severity, which would be an indication of improved health, although these findings need to be confirmed with the impact evaluation. Progress toward achieving development objective(s): The project, after significant delays in effectiveness and procurement, has now completed these tasks, and have begun physical implementation which, if successful, will provide significant improvement in the performance of PLN network. Furthermore, the ERP pilot has also been successfully implemented on schedule, and PLN is now finalizing with the Bank the option to expand this component to include the entire Java-Bali system. One part of the technical assistance sub-component is also close to completion, while PLN's corporate restructuring has been put on hold due to the annulment of the electricity law. Since there is no legal basis for undertaking this sub-component presently, PLN is in discussions with the Bank on options for amending the loan or restructuring the project. A number of risks remain, however. PLN, thus far, has been challenged with project management, and this could lead to future implementation issues. This has also led to delays in project and financial reporting, which will need to be strengthened continuously, particularly that the project will be overseeing expanded implementation and greater levels of disbursement. The project has sufficiently met the safeguard screening requirements, but will need to adequately address these issues during the implementation of the physical components. It was suggested that the project undergo some restructuring prior to the Mid-Term Review scheduled for November 2007. The June 2007 "mini-mission" identified that both Ministry for Marine Affairs and Fisheries and the Indonesian Institute of Sciences had made significant progress in streamlining institutional arrangements for the project. This has enabled greater efficiency in implementation. The seven project districts have consultants in place to support the local governments to increase efforts to implement the project activities in accordance with the Project Implementation Plan. Overall, FY07 was another start-up year with FY08 very likely to see the project meeting its Mid Term impact indicators. Infrastructure completed includes over 3,500 km of roads, over 800 bridges, over 1,200 clean water supplies and over 6.8 million person-days of employment have been created.
