68033 PROPOSED GLOBAL PARTNERSHIP FOR SOCIAL ACCOUNTABILITY CHAIR’S SUMMING UP Meeting of Executive Directors April 6, 2012 Executive Directors discussed the President’s Memorandum on a Global Partnership for Social Accountability (GPSA) and Establishment of a Multidonor Trust Fund (MDTF) (R2012-0063[IDA/R2012-0080]). Directors approved in principle the proposed introduction of the GPSA by repurposing the current Civil Society Fund expected for FY13-16, and the adoption of the Resolution to establish the MDTF. They also appreciated the extensive consultation process undertaken to develop and design this global partnership. Directors stressed the importance to draw lessons from the implementation of the Civil Society Fund, and noted the challenges ahead of managing a much larger global partnership in terms of scope, budget and activities. Directors highlighted the role played by Civil Society Organizations (CSOs), among other development actors, to enhance social accountability and improve service delivery. Directors stressed the importance of strengthening CSOs’ capacity to contribute effectively to the achievement of greater development effectiveness of projects and programs in client countries including in fragile and conflict affected states. Some Directors underlined the importance of designing clear CSOs’ eligibility criteria. Directors appreciated the Bank’s focus on “supply side� initiatives by generating more analytical work and knowledge dissemination which are areas of its comparative advantage vis-à-vis other multilateral institutions. Directors sought further clarification on the governance arrangements and composition of the GPSA’s Steering Committee, and relationship with governments. Some Directors cautioned about the need to manage any potential conflict of interest given the multiple roles played by the World Bank as donor, administrator and trustee of the MDTF. They also stressed the need for sound criteria for grant making and transparent grant management arrangements. Directors stressed the importance of strengthening cooperation among donors including harmonization of activities, and ensuring the MDTF’s long-term financial sustainability. They also stressed the need for a robust results measurement and monitoring framework including adopting indicators used in past programs.
