Although there have been delays in implementation at the onset (in 2012-13), significant progress were made in 2013-14 and major bottlenecks regarding implementation arrangement and inter-ministry collaboration were resolved. As a result, a closing date extension to August 31 2015 and a change in the target value of one performance indicator was approved in August 2014. Since the last ISR, implementation continued at a good pace – disbursement rates went from 35 percent in June 2014 to 92 percent currently - but operational constraints and concurrent demands in the context of the fight against the Ebola Virus Disease (EVD) led to a failure to complete all planned 6/15/2016 Page 1 of 7 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Development of Inclusive Education in Guinea (P129210) activities. Despite this EVD situation and associated challenges, the project successfully carried-out, since the last ISR, the following activities: (i) construction of latrines and access ramps in 160 schools (16 pre-pilot, 144 pilot) completed at 100% except in Kindia (83%) with involvement of local and school authorities in monitoring the work, (ii) design of messages and media support for awareness and sensitization campaign and their broadcast in newspapers, radio and television, (iii) finalized design of modules for pedagogical advisor and teachers training in Inclusive Education, and (iv) procurement of a first tranche of materials and equipment for students with disabilities. However, some of the planned project activities were among the postponed activities as a result of EVD prevention efforts and have not yet been realized. In particular, because of the limits on staff in-country travel, group gatherings, and condensed school year’s schedule from January onward, it was not possible for the project to carry-out (i) trainings in inclusive education of pedagogical advisors and teachers from pilot schools as well as (ii) procurement (2nd tranche) and subsequent distribution of material and equipment targeted at handicapped children in those schools and the (iii) monitoring and evaluation visits and reports. Other activities which also remain to be completed are the preparation of the inclusive education strategy for access and pedagogical support to children with disabilities and a small number of latrines in pilot schools. Given the moderately satisfactory implementation results over the last year despite the EVD-related challenges and proven readiness to implement all remaining activities, it is highly recommended that the grant’s closing date be extended a second time to December 31, 2015 to allow for completion of project activities, for meeting most indicators, and assessing impacts on beneficiaries. A request to this effect was received from the government in August 2015 and a restructuring paper is under preparation.
