Amendment to the Financing Agreement
Excellency:
We refer to the Financing Agreement ("Agreement"), dated September 21, 2021, between
the Republic of Chad ("Recipient") and the International Development Association ("Association")
for the abovementioned Project. Please note that the capitalized terms used in this letter
("Amendment Letter") and not defined herein have the meanings ascribed to them in the
Agreement.
Pursuant to the Recipient's letter of November 10, 2021 requesting a specific modification
to the Agreement, the Association concurs to the request and proposes to amend the Agreement in
respect of the provisions below:
I.     The expenditures table under Section III.A. of Schedule 2 to the Agreement is hereby
amended to read as follows:

2.     The Appendix to the Agreement is hereby amended by adding the following new
definition:
"Preparation Advance" means the advance referred to in Section 2.07 (a) of the
General Conditions, granted by the Association to the Recipient pursuant to the letter
agreement signed on behalf of the Association and on behalf of the Recipient dated
July 9, 2020 (PPA V345).
All the terms and conditions of the Agreement that have not been amended hereby shall
remain unchanged and in full force and effect.
Please confirm your agreement with the foregoing amendment, on behalf of the Recipient,
by signing, dating and returning to the Association the enclosed copy of this Amendment Letter.
This Amendment Letter shall become effective as of the date of its countersignature upon receipt
by the Association of a countersigned copy of this letter.
