PROJECT BACKGROUND 2007 年 11 月, GEF 批准了上海农业和非点源污染减少项目的项目概念。 2008 年 6 月 24 日,中国财政部签署了上海 GEF 项目准备金赠款协议。该项目由上海 市政府与 GEF 共同投资,由上海市政府执行。项目将实施一系列的环保示范内 容,以减轻农业和非点源的环境污染问题,减少污染物随径流进入黄浦江和长江 口近海水域,保护和改善水环境质量。 In November 2007, GEF approved the Shanghai Agricultural and Non-Point Pollution Reduction Project (SANPRP). The Ministry of Finance of China entered into the Shanghai GEF Project Preparation Grant (PPG) Agreement on June 24, 2008. The project is invested in jointly by Shanghai Municipal Government and GEF and implemented by Shanghai Municipal Government. The project consists of a series of environmental protection demonstration components aiming at mitigating agricultural and non-point pollution, reducing pollutants discharged via runoffs into Huangpu River and Yangtze River, and protecting and improving water environment. 大型养殖场的禽畜粪便处理(金山种奶牛场)工程是上海 GEF 项目子项目。 本项目选址于上海金山区廊下镇金山现代农业园区上海光明荷斯坦金山种奶牛 场现有场址范围内。 Shanghai Bright Holstein Dairy Farm Electrical Generation on Biogas Demonstration Project is a sub-project of the Shanghai GEF project. This sub-project is located at the existing site of Shanghai Bright Holstein Dairy Farm in the Jinshan Modern Agricultural Park, Langxia Town, Jinshan District, Shanghai. 1.2 环境管理计划建立的目的 1.2 OBJECTIVES OF THE EMP 环境影响评价的主要目的就是找出项目建设和运营过程中对环境潜在影响 的因素,制定一套技术上可行、财务上可持续、可操作的环境对策。这些缓解措 施,通常在环境评价阶段确定,然后在环境管理计划中建立一种可执行的方式。 A key objective of the impact assessment process is to identify the potential impacts on the environment of the activities anticipated in project development, implementation and operation and to develop a set of mitigation measures technically 1 EMP ON Livestock Waste Management on Large Farm (Jinshan Dairy Farm) appropriate, financially acceptable and practically applicable in the concerned regions. project is located at the existing site of Shanghai Bright Holstein Dairy Farm in the Jinshan Modern Agricultural Park, Langxia Town, Jinshan District, Shanghai. 本项目拟对种奶牛场中 5000 头存栏奶牛每日所产生的粪尿污水、青贮饲料 渗沥液、挤奶台冲洗水、防暑降温喷淋等废弃物,通过预处理和厌氧发酵产生沼 气,经净化后通过热电联产的沼气发电机组用来发电;沼气发电机组所产生的余 热用于厌氧进料的增温;厌氧发酵所产生的沼液经扩建的奶牛场污水处理站处 理,达纳管标准后排入廊下镇污水处理厂;沼渣进有机肥加工厂后制作有机肥外 销。 The project will produce biogas through pre-treatment These procedures are exposed to certain risks and hazards. In these areas, smoking and fire are strictly prohibited, and fire hydrants, fire control facilities and lightning arrester are required in accordance with the national standards on fire safety. The fire and explosion emergency plan must be developed, and regular fire drill is required. The probability of explosion and deflagration is very low if employees always keep fire safety in mind. 5.3.2 灾害性天气 5.3.2 DISASTROUS WEATHER 灾害性天气包括台风、 暴雨、 长期下雨, 会对液体有机肥施肥造成潜在隐患, 有可能发生液体有机肥从储液池溢出污染土地和河流,如果输送管道破裂,也会 形成相似的污染,故也应该制定灾害性天气的应急预案。液体有机肥的储液池应 该足够大,以应对灾害性天气。 Disastrous weather, such as typhoon, rainstorm and prolonged rain, poses potential dangers to application of liquid organic fertilizers, including the possibility of overflowing the storage tank to contaminate soils and rivers. The breakage of delivery pipes may also cause similar pollution. Thus an emergency response plan should be developed to tackle disastrous weather. Set up an emergency rescue leadership team composed of firefighters, medical personnel, project technicians and plant leaders to centrally direct fire fighting, and evacuate adjacent people to safe places according to fires and wind direction. Provide first aids to injured people. z 若沼液处理设施发生故障,应将沼液切换至事故应急池,待沼液处理设 施抢修完毕后,再将应急池内沼液逐步纳入处理系统。事故池最少应能 贮存二天沼液量。事故池上方应加盖防雨淋,且防渗、防漏;事故池高 度应高于周围地平,并在四周设截水沟,防止径流雨水渗入; z If the liquid fraction from biodigester treatment facilities fail, the liquid fraction from biodigester must be bypassed to the emergency pond and held there until these treatment facilities all properly repaired. Then transfer slurry from emergency pond to the treatment facilities gradually. The emergency pond shall at least be able to hold a two-day output of liquid fraction from biodigester. The emergency pond shall be covered to prevent rain and properly treated to prevent leak and seepage.
