The project was declared effective on June 1, 2020, after conditions of effectiveness on establishing a Project Steering Committee and approving the Project Implementation Manual (PIM) were met. Implementation activities are ongoing and progress and prospect for achieving the PDO is therefore assessed as Satisfactory. The electoral process in Malawi and generic COVID-19 disruptions have delayed timely take-off of the project implementation. In mid- September 2020 the GoM submitted an Annual Workplan and Budget (AWPB) and initial withdrawal application. The initial withdrawal application in the amount of US$30.7 million was cleared after several review iterations, and the AWPB has been approved. With the approval of the first withdrawal application, disbursements are now at 24.5 percent. However, reflecting the fact that still no procurement activities have been completed since project effectiveness, the overall procurement performance for the project is suboptimal, which affects the overall implementation. 4/26/2021 Page 1 of 10 The World Bank Implementation Status & Results Report Social Support for Resilient Livelihoods Project (P169198) In November 2020 the World Bank (WB) restructured SSRLP to provide additional support of US$21.5 million to support the government’s COVID response and, as a result, the already existing financing gap of the project was increased to US$62.5 million. After a delay, the implementation of COVID-19 cash transfer response by GoM is now underway, with first payments commencing end-February followed by second payments at the end of March.
