It also served as closing workshop of the project given the closing date of July 30, 2021. Several recommendations were made to involve beneficiaries in sustainability of project investments and assure continuity of main project 7/28/2021 Page 1 of 8 The World Bank Implementation Status & Results Report DRC Urban Development Project FY13 (P129713) activities after project closing. The PIU will prepare a strategy for sustainability of project investments before project closing, based on the citizen engagement approach implemented under the project. The disbursement rate is 88% as of June 28, 2021 and it is likely that most of the ongoing physical investments will be finalized by the closing date. However, the emergency works to combat erosions in Kananga have been delayed. The Project is working with OVD to support the implementation of emergency works in selected sites while UNOPS is supporting the procurement of specific equipment’s and the finalization of the engineering studies for a permanent solution to the erosions on eight sites. The main result of the ongoing emergency works implemented by OVD is to safeguard the access road to the airport and the runway from being eroded away. The Bank is committed to continuing the support to anti-erosion works in Kananga and expects to announce shortly the modalities for continued support to stop advancement of the eight main gully erosions in the city. To date, over 433,000 people have benefited from various infrastructure, services, and training due to the project. The total length of roads rehabilitated under the project is 31.81 kilometers. Works have been carried out in Bukavu, Kalemie, Kananga, Kikwit, Kindu, Kisangani, Kolwezi, Matadi, and Mbandaka, which are all medium-sized cities. The impact evaluations carried out under the project showed the reduction in transport time and cost due to these investments and the highly positive reception of project investments by the beneficiary populations, with 80 percent of beneficiaries satisfied. This has resulted in the improvement of the quality of urban life in the beneficiary cities. An auxiliary work (a drainage canal) to road construction in Kindu is finalized and the project has funded the construction of ten schools in Kikwit, Kindu, and Mbandaka equipped with solar energy and water provided by wells drilled by Project funding. A major result under the project has been to pilot a performance-based approach to funding investments in cities. As a main outcome, the cities have had their accounts audited for the first time and support has been provided for the municipal administrations to live up to minimum requirements for financial management and to engage with communities regarding the budget. The experience has led to the Government deciding to include a performance-window in the National Equalization Fund. The Project has supported the operationalization of this Fund through studies and technical assistance and the support will continue under other Bank-funded projects. The Project’s technical assistance for improved municipal governance includes setting in place mechanisms for community engagement for maintenance of infrastructure and studies to improve revenue generation and transparency of municipal management. Work has also advanced on the elaboration of a new urban sector legislation to replace the existing urban code from 1957. The first draft is being finalized with technical assistance funded by the Project. Consultations with stakeholders has been put on hold, partly due to COVID-19. It is also expected that support to this activity will support will continue in the context of other Bank-funded projects. Due to a restructuring in 2020, the Project was likewise able to fund the fight against the 10th Ebola epidemic in the East of the country through the Contingent Emergency Response Component by disbursing almost $10 million to UNICEF for their contributions to the epidemic response. This helped stabilize the result of zero new Ebola cases.
