The pace of works for those two contracts remain very slow and so far the contractor is not catching up on accumulated delays. Other civil works are implemented swifty. The rehabilitation works for the first half M6 Hajigabul-Bahramtapa road (close to Hajigabul) will be completed in June 2013. Works on the second half of M6 Hajigabul-Bahramtapa (close to Bahramtapa) are also progressing well, but will complete later due to the encountered high level of the water table and the additional works needed to replace unsuitable Page 1 of 6 The World Bank Report No: ISR10760 material. Institutional development activities are implemented according to plan. The Bank team and the Road administration agreed to develop a draft State Program on Development of the Road Sector which would follow local requirements for normative documents and be submitted to Government for approval. İt is expected that the draft program will be presented for Public Disclosure Copy the review of the relevant Government agencies during summer 2013. The approval of the document would become a milestone for the project and the road sector at large. The government agencies need to focus on addressing the issues related to current shortage and high prices of bitumen in the local market. With regard to institutional development activities the challenge for the months to come will be to develop and reach consensus on the State Program on Development of the Road Sector among key Government agencies so that the document could become the framework for all activities in the road sector for the years to come.
