Rehabilitation of 11 dams has been completed with a good quality. Disbursements and contract commitments have picked up. Commitments reached 10 million Euro on the IBRD loan and 2 million US$ on the Bank-administered SIDA Grant. Total disbursements are expected to reach 19 million Euro by December 31, 2016. 2. Progress has been made on the actions agreed by the last mission Aide Memoire and Procurement Plan. There has been increased efficiency and speed in the preparation of the Integrated Water Resources Management (IWRM) Strategy, the River-basin Management Plans, and the Water Cadaster, despite the delay in their initial activities. Currently, efforts from the Water Resources Department of MARDWA are sought to help the PMU in mobilizing the stakeholders at the national and basin levels, to ensure having a widely-consulted final IWRM strategy document by summer 2016. 3. The project restructuring package has been countersigned by the Government on April 1, 2016. This is a good development toward enhancing project progress. Next major steps. The largest project investment/contract (likely to be tendered in 3 lots) is the irrigation rehab/modernization contract (20 million Euro), covering around 20,000 hectares and benefiting 40,000 beneficiaries. This major investment is currently being designed, its tendering is expected in summer 2016, and the works are planned to start in late CY2016. The Bank team and CMU are following closely with the Government, to ensure that these designs will be sustainable. Seeking sustainable designs would help in developing and experimenting the irrigation-related bylaws/procedures under the new national laws on territorial reform and on irrigation. However, the client ministry and its consulting consortium should move expeditiously from the current finalization of the designs to the procurement process, in order to start construction by late CY2016. Toward this, the Bank team has been providing guidance with detailed comments.
