Progress toward achieving development objective(s): Due to the continued country situation and the consequent project limited capacity to disburse since March 2009, activities have been restricted mainly to policy, institutional and technical advice to the Government, as well as to targeted development activities linked to the principal mining sites (Fort Dauphin, Ambatovy/Toamasina) and key institutional maintenance activities. The project was successful both in focusing on its long-term objective to improve the governance of the mineral resources sector and in accompanying the authorities during this crucial period of launching of two world-class mines in the country, providing critical advice on mining sector development policy. The project also provided support to maintain Madagascar as part of the Extractive Industries Transparency Initiative (EITI) process. On the ground, for example, it supported training activities around the Sherritt nickel project in Ambatovy/Toamasina to tap into the business potential created by mining development. At the institutional level, the project supported the maintenance of sector management systems (geo-information and environment) as well as the Gemological Institute. However, progress related to the country mineral resources knowledge and to the set-up of a new mining inspectorate and a new geological survey will have to wait until the reactivation of the project. The impact of the on-going political crisis that began in 2009 is still unknown. Out of ten project indicators, only two have been achieved thus far (reduction of prevalence of syphilis among commercial sex workers (CSW) and decrease in sex with non regular partner). Positive trends in a number of knowledge and behavior related indicators has been noted (knowledge on prevention for youth and most at risk groups, use of condoms among CSW, military and young women); however, the project needs to target key groups more effectively to meet project objectives. However, three indicators have regressed, including use of condoms among young men and truckers and increase in discriminatory attitudes towards people living with HIV/AIDS. The project will be restructured to strengthen the health sector response, improve targeting of most at risk groups and strengthening use of data for real time decision-making.
