The Task Team has given its No Objection to the proposed interim staff of the PIU on August 25, 2021, which will operate the PIU until permanent staff can be recruited with loan proceeds. A draft POM has been developed and the PIU continues to advance the draft with Task Team support. The Task Team has shared examples of inter-institutional agreements with INAPA to help them develop a draft. The Ministry of Finance will take the lead on developing a Subsidiary Agreement once the project is approved by congress. The PIU staff continue to advance on the ESF instruments to comply with the legal covenants with support of the Task Team. The percent point increase is set at a modest 4 percent because the project is cognizant of Comments: the larger impact that COVID may have on society and the burden that falls on women to leave the workforce. Additionally, the there are not a significant amount of engineering staffing positions within the organization, and turnover of existing staff may be limited minimizing opportunities for female entrants. Retention of existing female engineers and recruitment of additional females in these positions will help CORAAMOCA have a diverse workforce representative of the population they serve.
