Introduction This environmental action plan (EAP) is based on the "Environmental Impact Assessment Statement for Zhangpu Huxi-Chiling Highway of the Other Highway Project of Fujian Provincial Highway Project II", with contents including the action plan of environmental management and environmental monitoring for environmental protection work. The environmental protection work for this road project shall follow the guideline of "overall planning, reasonable layout, integrated utilization, turning harm into good, relying on general public, everyone participating, to protect environment, and to bring benefit to people", and to adhere the principles of "prevention first, prevention combined with treatment, strengthening management, to promote treatment, and whoever causes the pollution should be responsible for treatment". This environmental action plan is made on the basis of the engineering design and environmental protection measures, to ensure effective measures to be taken in the stages of design, construction and operation to mitigate or compensate the negative impacts arising from the road project. t.1 Conclusions of the EIA (1) The Huxi-Chiling road project will improve local communications between the two minority nationality townships, improve the road transport conditions, and will play important role in local socio-economic development. Completion of the road project will greatly improve the road network condition to bring into full play of the road network's role in the transport system. The road project will speed up implementation of the reform and opening policy to promote the local social economic development. There are no rare animals and plants along both sides of the road area. Per capita land area for the area is small, with serious soil erosion, but along the highway project area soil erosion is slight. There is no large air and acoustic pollution sources, with good acoustic enviromnent and ambient air quality, and certain environmental capacity. (2) The impact of the bridge construction on the river is temporary and slight, so long as measures proposed in the EIA statement are to be taken in the construction period. The cover plant will be damaged during the construction period, which will cause soil erosion, but the impact is temporary and can be mitigated by effective measures as recommended in the EIA statement. The noise and the dusts pollution in the construction period will be reduced or mitigated by taking the measures as suggested. During the construction process the supervising engineer shall be responsible to supervise implementation of the measures to mitigate the environmental impact. (3) After completion of the road construction restoration of the cover plant and refarming of the temporary used land shall be arranged in time, to reduce soil erosion. According to the survey and measurement, the impact on ambient air quality is slight, and the ambient air quality will be up to Class II standard. The road traffic noise will have impact on the sensitive spots of resident areas. It is recommended that, for densely populated areas traffic signs be set up to warn the drivers of the populated area with speed limits and ban horning. The land use planning shall be strengthened to avoid traffic noise and emission impact on the sensitive receivers, as well as the environmental monitoring work. The road project will bring about great benefit to the road areas' social economic development, and will have some negative impact on the area's environment. However, effective measures will be taken to mitigate the impact. Based on the above mentioned analysis and assessment, the road project will be feasible in terms of environment protection. 1.2 Main items of environmental protection (1) Noise Non-continuous noise arising from construction work in road construction period and unstable noise from road traffic in road operation period. (2) Air Dusts and TSP arising from construction work site activities such as operation of transport vehicles'and milxing plant, in road construction period, and the pollutants of vehicle emissions from traffic in road operation period. (3) Water and soil retention Soil erosion may occur in road construction period. There are 8 road sections with deep cutting and filling work. (4) Land use To reduce permanent land acquisition and temporary land occupation as much as possible, to reduce time period of temporary land occupation, and to restore cover 2 plant or return back to original use in time. 13 Laws, regulations and standards associated with environmental action plan 1.3.1 Laws and regulations (1) "Law of Environmental Protection of the People's Republic of China"; (2) "Law of the People's Republic of China for the Prevention and Treatment of Water Pollution"; (3) "Law of the People's Republic of China for the Prevention and Treatment of Air Pollution"; (4) "Law of the People's Republic of China for the Prevention and Treatment of Noise Pollution"; (5) "Law of Cultural Relics Protection of the People's Republic of China"; (6) "Law of Water and Soil Retention of the People's Republic of China"; (7) "Land Administration Law of the People's Republic of China"; (8) "Regulations Concerning with the Environmental Protection and Management of Capital Construction Project", State Council Ordinance No.253; (9) "Measures Concerning the Environrnental Protection and Management for Communications Construction Project" Ministry of Communications (MOC); 1.3.2 Standards According to the document of "Confirmation of the Standards to be used for Environmental Impact Assessment for Zhangzhou-Zhaoan Expressway" [1998] No. 032, issued by the Fujian Provincial Environmental Protection Bureau, the standards used in the assessment are as follows: (1) Standard for noise assessment The "Standard Noise Limit for Construction Site" (GB12523-90) shall be used for assessment for the construction period, as shown in Table 1-; and the "Ambient Noise Standard for Urban Area" (GB3096-93) shall be used for the noise assessment for the operation period as follows: class IV standard for areas within a distance of 100 meters from the central line of the road, class II standard for the areas 100 - 200 meters away from the central line of the road, and Class I for schools and hospitals, as shown in Table 1-2. Environmental Protection Measures and Recommendations 2.1 Design period (1) To reduce farm land occupation as much as possible, meanwhile to avoid areas with poor geological conditions and cultural relics. (2) The road alignment to be in consistent with the overall township and land use planning; for road sections close to townships, the principle of "near to but not entering to" the built-up area will be followed. (3) Flood discharge capacity and function requirements and the irrigation system have been taken into account in design of bridges and culverts. (4) For planning of land acquisition and resettlement, it shall taken into account of local people's living standards and production, with appropriate compensation. (5) Quarry, earth borrowing and spoils disposal sites shall be selected away from such sensitive spots as residents area, school, etc., to prevent impact on public health. 2.2 Construction period (l) It has been decided to make full use of the acquired land with proper arrangement, to reduce temporarily used land as much as possible and to reduce the time period of temporarily used land to be back for original use or refarming in time. 4 (2) No wastes shall be discharged into the river to prevent river water from being polluted or blocked. (3) In case there is resident area within 150 m from the work site, night time (22:00 - 6:00) machine operation shall not be arranged. (4) Reasonable working shift shall be arranged, to reduce the time for the workers to be exposed to the noise, or by changing work shift so as to have time to recover hearing ability. (5) The bitumen concrete mixing plant shall be set at place there is no sensitive points such as resident areas, schools, etc., in 300 m on the leeward direction. (6) To make publicity of the laws and regulations concerning cultural relics protection, in the education and personnel training for the construction workers. If there is any underground cultural relics to be discovered during the process of the construction, it should be reported immediately to the cultural relics protection department by the contractor and the construction work should stop and not proceed until proper treatment having been done by the archaeological professionals organized by the cultural relics protection department. (7) Measures to prevent and control soil erosion shall be taken into consideration for earth borrowing and spoils disposal, such as: (i) For deep cutting and filling sections, it is better for the construction work not be arranged in storm season; (ii) During the process of construction, stepped platform earth borrowing method shall be taken and indiscriminate earth borrowing should not be allowed; (iii) For cutting, precautions shall be taken not to damage the cover plant as much as possible, and to recover of the damaged cover plant shall be arranged in time; (iv) Thoughtful arrangement of earth borrowing work, to take high land or barren area as earth borrowing site, and for the borrowing and spoils disposal sites , timely plantation or other temporary cover measures shall be taken to prevent soil erosion; (v) For cutting section, measures of setting up of stage for heaping debris outside the side ditch and interception ditch on the side slope will be taken. For large area side slope, stone pitching, earth retaining wall or planting turf will be used for protection. (8) It has been recognized that strengthening management of road traffic during the construction period shall be carried out, to prevent accident, by enforcement of traffic regulations and the regulations for road transport of dangerous goods. 5 (9) Strengthening management of the sewage and wastes discharge from the work site and the labour camp shall be made uniformly and in good order by contractor. (10) The construction materials storage site shall be set away from the sensitive spots, and to cover the bulk dusty materials properly to prevent dust from flying. (11) Timely cleaning and sprinkle the construction work site around the mixing plant areas in dry season. (12) Education and training of the construction workers not to hunt the wild animals and ban indiscriminate cutting of trees. 2.3 Operation period (1) It is recommended that, for the sensitive spots in 50 m from the road side, in front of the first raw houses close to the road side, green belt trees be planted to mitigate the noise; for densely populated areas traffic signs be set up to warn the drivers of the populated area with speed limits and ban horning. In the operation period environmental monitoring is to be arranged for the sensitive spots of Xiayu, Huxi, Xiakang, to get data of the environment conditions for the competent department to take effective protection measures accordingly. (2) It is recommended that in the areas 50 m from the road side no new resident houses should be built, and in the areas 100 m from the road side no school, hospital should be built. (3) To strengthen enforcement of vehicle emission regulations to ban unroadworthiness vehicle on road. (4) There will be certain damages to the agricultural environment and the cover plant along the project area during the construction period, to protect the natural environment, it is necessary to restore the temporary use land back to original use and restore the cover plant, as well as engineering protection work in time. (5) To strengthen road traffic management and road maintenance work to make sure the road pavement in good condition. 3. Time schedule of environmental action plan and cost estimation 3.1 Time schedule Based on the Huxi-Chiling road construction engineering work progress schedule, it is recommended that the personnel training for environmental management may be arranged together with that for the Zhang-Zhao expressway. The environmental monitoring should be aranged as follows: 6 In construction period: October,1999 - March, 2001; and In operation period: 2001 - 2016; and 3.2 Cost estimation The Project owner shall monitor TSP, bitumen smoke and ambient noise in construction period; and ambient noise in operation period, with total monitoring cost of CNYI 19,000; and to conduct environmental protection personnel training, with the training cost of CNYI 0,000, as shown in Table 3-1. Environmental Action Plan and Environmental Supervision Plan and Organs 4.1 Environmental action plan (EAP) The purpose of the EAP is to ensure actual implementation of the environmental protection measures and to set forth requirements for the management of the environmental supervision and monitoring work implemented in construction and operation period. Environmental monitoring 5.1 Purpose and principles The purpose of the environmental monitoring program is to supervise the measures for environmental protection to be implemented, and to timely modify or adjust environmental action plan according to the monitored conditions, and to provide basis for setting forth protection measures at the right time and in effective way. The principles for making environmental monitoring program should be based on the main environmental impact in different development periods. 5.2 Monitoring target and item The main impact of this road project is in the construction period. The items monitored in the construction period mainly are TSP, bitumen smoke and ambient noise around the construction work site area. To ensure the monitoring work to be effective and efficient it is important to pay attention to the following points. (1) The noise level in the construction work site area shall meet the standard as specified in the "Construction Work Site Noise Level Limit". (2) The impact area for flying dust may reach over hundred meters on the leeward direction, sprinkle shall be conducted from time to time to reduce dust flying. The "passive dust collector" should be used to measure the quantity of dust, with sprinkle frequency being controlled for the resident area close to the construction work site. (3) The contractor shall take effective measures to prevent flying dust and materials spillage arising from construction materials transport; meanwhile, the local EPB is to strengthen enforcement of the environmental protection regulations. (4) According to the analysis and assessment, the monitored items in the construction period are TSP, bitumen smoke and ambient noise. In the operation period, the monitored item shall be the ambient noise for the sensitive spots of Xiayu, Huxi, Xiakang. 5.3 Environmental monitoring plan Based on the forecast, a monitoring plan has been formulated as shown in Table 5-1 and Table 5-2 for air and acoustic environment respectively.. The environmental monitoring cost is estimated about CNY 119,000 in the construction and operation period. Figure 5-1 shows the environmental monitoring organization system.
