The project will pilot a new approach to reintegration with a focus on social and economic measures, and with inclusive and transparent delivery modalities. The aim of the Pilot is to test new approaches and civilian implementation modalities that should improve the socio-economic reintegration experience of former combatants. If the project is deemed successful, the government will have at its disposal a set of social and economic support processes, and an implementation arrangement with systems and procedures that it can draw upon in the future. At the same time, would-be former combatants will have better prospects for a viable return to civilian livelihoods, a clearer understanding of reintegration support they can expect, and a better understanding of how and by whom it will be delivered. Funds for livelihoods, psychosocial support, and community activities have been disbursed. Levels of satisfaction from beneficiaries appear to be high. The recent approval for the extension of the grant closing date from December 31, 2020, to June 30, 2021, with no additional financing support required, has provided implementation flexibility and the needed time for the pilot activities. Field implementation resumed at the end of June 2020. Of the US$1.35 million budget, the project has disbursed US$ 0.93 million (69%). To ensure the successful and timely achievement of the project development objectives, the World Bank has agreed with the Hilal Ahmar Foundation on several actions. Key actions include: a. Ensure clear roles and responsibilities among staff and consultants especially between the case workers and livelihood consultant teams; b. Decentralize the management of staff at the local areas to work as a team and to report back to management; c. Effectively monitor and document the project progress in the MIS system on a timely basis; d. Ensure timely recording of financial transactions according to the PoM; e. Organize meetings with district officers and local government agencies to raise awareness and seek necessary cooperation/support; and f. Budget that was earmarked for providing psychosocial services for IPBs has not been used as planned due to a lower number of IPBs than expected having severe trauma and needing treatment.
