Progress is reported on the activities reported on in the last ISR. However, given the COVID-19 situation, the project expects a slowed uptake of resources for community sub-projects, as it has become challenging to mobilize communities to effectively prepare sub-projects for financing. District officers have not been able to engage communities for fear of getting infected. The NPCU has sensitized all PIU staff on social distancing and all COVID-19 guidelines to be observed should there be any engagement. Currently limited engagement approach has been adopted to keep support ongoing to communities. The task team is closely monitoring project implementation in light of the COVID-19 and remains available to provide guidance and specific training sessions to strengthen the capacity of the PPIUs and NPCU especially on the monitoring and reporting as needed. The following progress is reported as at last mission; i. A total of 26 sub grant proposals from Samfya, Kawambwa, Nchelenge, Chifunabuli, Mpika and Kanchibiya districts have been reviewed of which six (6) have been approved for funding, expected to support a total of 472 households (133 of which are women headed 6/27/2020 Page 1 of 9 The World Bank Implementation Status & Results Report Transforming Landscapes for Resilience and Development in Zambia (P164764) households) at total cost of USD 166,667. The approved grants are between USD $ 20,000 and USD $ 53,000 for various integrated activities. In addition, the project has supported three (3) cooperative groups in Samfya and Nchelenge Districts engaged in fish farming through Ministry of Livestock and Fisheries, with funds to procure fingerlings, fish feed as well as facilitated technical support from the Fisheries Department to these groups. The project is also engaging with the Ministry of Agriculture to utilize extension workers in training identified project beneficiaries who are also supported with agriculture inputs in order to improve productivity. The task team have suggested the need to look into providing tailored technical assistance to the communities on applying for and utilizing the grants. This will be necessary to achieve the set objectives for the subgrants at community level. And as part of development of small-scale suppliers and economic benefits of the beneficiaries in the context of improving livelihoods, it is recommended, where practical, to enhance value addition in project activities. Corresponding lessons can be learned from other World Bank funded projects including the Zambia Agribusiness and Trade Project (P156492) on how they approach this task. ii. The consultants hired to prepare detailed engineering designs and bidding documents for the identified infrastructure is fully engaged and commenced work in March 2020. They are currently on the ground in the three provinces collecting additional information on the specific sites. The specific infrastructure to be designed includes improvement of water channels, embankments, construction of small weirs; construction of earthen irrigation canals and bulking centers. iii. The Zambia Meteorological Department (ZMD) has completed siting of the locations for the 120 weather stations across the country (total of 118 districts). The tendering for the Supply and Delivery of 120 Automatic Weather Stations is still ongoing, bids closed on May, evaluation is under way. The NPCU will monitor closely implementation of these activities by the ZMD to support effective implementation. iv. Evaluation for the EOI received for engaging of service providers to support implementation of the livelihoods component is ongoing and now waiting for shortlisted bidders to submit accompanying financial documents. It is expected to have a successful bidder by end of September 2020. v. The project has developed an Excel based M&E tool to ensure timely collection and consolidation of project data, which would also help in tracking the implementation of activities under each sub component. This has been shared with all district and provincial officers. The team will continue to provide support to the government to ensure effective implementation.
