SUMMARY OF PROJECT STATUS AND PROPOSED CHANGES Currently, overall Implementation Progress (IP) and progress towards achievement of PDO is rated ‘Moderately Satisfactory’. It is mainly due to delays in awarding the remaining contracts and implementation delays in works in Tamil Nadu and Puducherry. Overall credit disbursement is 54%. Current contract awards are over 80% of the project cost. Key Results Achieved. The project has so far attained some critical achievements, these include: • Construction of 121 Multi-Purpose Evacuation Shelters, Evacuation Routes and Resilient Housing has been completed • Installation of over 539km resilient electrical network in Puducherry • Creation of Fisheries Infrastructure (fish landing center, fishing harbor, permanent stability of coastal inlet, onshore fisheries infrastructure, work shelters, modern hygienic fish market) in Tamil Nadu is scheduled for completion by Oct 2018. • Adoption of Disaster Risk Management syllabus in School curriculum from Class 5-12 • Community Based Disaster Risk Management (CBDRM) program implemented in 561 coastal habitation and training provided to 300,000 persons Rationale for Extension. In both Tamil Nadu and Puducherry, the project has organized its implementation capacity. All balance contracts in Tamil Nadu are likely to be awarded by Sept 2018. Issue of statutory clearances is now resolved. The GoI has also agreed to release additional funds to Government of Puducherry. The proposed 20 months extension of closing date, upto March 31, 2020 will enable the project to complete the implementation of the remaining activities, and substantially achieve its objectives. Revenue Administration, Disaster Management and Mitigation Department (GoTN); Tamil Nadu State Disaster Management Authority; and Department of Revenue and Disaster Management (GoP), is continuously monitoring the project progress and extending support in resolving issues.
